State govt makes central schemes vague

JAMMU, Nov 7: Every year government formulates different schemes to uplift the living standards of the under privileged categories but these schemes are dying slow death as state government has failed to release the funds properly which it receives from centre.
It is pertinent to mention here that the state government is not properly utilizing SC/ST funds.
Sources said that the concerned officials are always on prowl to manipulate the things in the name of poor people and the benefits of the schemes meant for them are not being percolated down to the real beneficiaries.
He added that some officials have even granted the Below Poverty Line (BPL) certificate to the prominent persons.
When contacted, All J&K SC/ST Confederation president, RK Kalsotra, said SC/ST people facing a lot of problems and alleged misuse of funds meant for benefit of down trodden sections of the society.
He further said that government of India had published notice in 2006 that if any students want scholarship their getting 60 percent marks in examination of private institute but state government the criteria implement both of them government and private institute.
Kalsotra said that before published notice every student was getting scholarship without any criteria but after the publishing of order by centre government, those students who had applied for scholarship which got 60 percent marks in the examination for SC/ST people but these funds did not reached to the people who deserve.
He said that government schools infrastructures, libraries, laboratories and many other things are not available and without these things how getting 60 percent marks is possible. It is completely discriminatory with the under privileges categories.
Director Social Welfare department, Mahmood Rana when contacted said that the government of India published this notice but due to some reason this order was not been implemented in the state.
