Congress leaders for 73rd amendment in constitution

Jammu, Nov 8: The Congress today favoured holding of early elections to the Panchayats in the state while empowering the Panchayat Raj Institutions at par with other parts of the country in view of 73rd Amendment of the Constitution of India.
The Congress view point on the issue deliberated upon in an all party meet convened by the state government today was put forth by Amrit Malhotra (MLC), senior vice president PCC and Ravinder Sharma (MLC), general secretary and spokesperson of the party.
The Congress welcomed the move to hold elections to the Panchayats in order to revive and strengthen the basic institutions of democracy.
It however said that in order to make the institutions fully vibrant and meaningful which are aimed at transferring power to the people, it is very essential to empower them and bring them at par with 73rd Amendment of the Constitution of India.
“The state should rather endeavour to become a model state in Panchayat Raj System by democratization and decentralization of power and democracy to the grass root level. For this purpose the Constitution of the State Finance Commission for Panchayats and Election Commission as envisaged in 73rd Amendment needs to be setup and the scope of nominations wherever existing in our state Panchayat Raj System should be replaced by the feature of elections at all levels,” the leaders said.
The party also stressed upon proper electoral revision in a transparent manner besides restricting the time frame of completing the entire electoral exercise within minimum possible period with a view to cause minimum halt to the routine working of the government and administration, as already normal working in previous months was effected due to abnormal situation in the valley.
The Congress also favoured the overall view in the meeting for holding these elections on non-party basis.
