EARLY TIMES REPORT
UDHAMPUR, Nov 9: Aimed at stopping migration of people from rural areas to urban hubs, model village concept has failed to take off properly across the length and breadth of Jammu and Kashmir.
The so called model villages do exist on papers but are nowhere on ground. Glaring example of this is the condition of two such model villages, Garnai and Maroti inaugurated by Rural Development and Panchayats Ali Mohammad Sagar. Two villages Garnai and Maroti inaugurated by Rural Development Minister four months back in April in Tehsil Udhampur and Chenani sans basic facilities despite spending Rs. 1.20 crore contributed by villagers ,Sarpanch and local MLA of Udhampur.
Locals alleged that they had already brought the issue before minister concerned demanding basic facilities in the village at the time of inauguration. Appreciating working of rural development department, local residents accused other line departments of non-cooperation. They say that due to this non-cooperation, these villages lack basic facilities like drinking water, power and roads despite being given the status of model village.
They are demanding constitution of a committee which shall include officials from various departments so that the basic facilities could be provided to village. Former Sarpanch of Panchayat Garnai Kuldeep Singh alleged that they have got model village status without basic facilities like water, Power and roads. Village Improvement committee member Pavinder Singh alleged that despite being model villages, residents of villages namely Krowa and upper Garnai have to cover 6 to 7 kilometers distance to fetch drinking water .
He further said that wires have been tangled with trees and power goes off even when slight wind blows in the village. Local leaders support villagers allegations and demands said that the main purpose of creating a model village villages was to prevent people from moving towards towns. They said that due to lack of departmental coordination, problems in model village Garnai and Marothi are unadressed.
Another leader said that they had taken up matter with Rural Development Minister in this regard who has assured and given on spot direction to district development commissioner to take necessary steps to overcome problems being faced by villagers
