Pak,separatists dismayed over Obama's Delhi visit | | | If Islamabad and its supporters in the Kashmir valley,especially the separatists of different hues,are upset over the utterances of the US President,Barack Obama,on Kashmir they are not to be held guilty.No doubt right from the day the US president's visit to India was finalised it had ben made amply clear that Obama has no plan to mediate on Kashmir.It had been equally made clear that trade and terrorism are to figure prominently in the talks between the American and the Indian sides,especially between Obama and Manmohan Singh.Hence it was wrong on the part of Kashmiri separatists and on the part of Islamabad that Obama will mount pressure on Delhi for accepting US mediation on Kashmir.And when Obama announced in New Delhi that he had no plan on mediating between India and Pakistan on Kashmir he had,in fact,reiterated the stated policy of Washington.Over the years Washington had made it clear that it had no intention on mediating on Kashmir because it believed that the issue was a bilateral problem that required settlement through a dialogue between Islamabad and New Delhi.Despite repeated announcements by Washington that it had no plan to intervene on Kashmir Islamabad in general and the Foreign Minister,Shah Mehmood Qureshi,had been campaigning in favour of US mediation on Kashmir. Hardly two weeks before Obama's arrival in New Delhi Qureshi had,during his recent visit to the united states pleaded for US intervention and again Washington had to convey to Qureshi and to the establishment in Islamabad that the US Government could intervene if both India and Pakistan agree on US mediation.And Obama repeated the same thing in New Delhi dropping a broad hint that New Delhi had rejected any third-party mediation.Obama suggested to Delhi and Islamabad to settle the Kashmir dispute through bilateral talks.Here the separatists in the valley are said to have felt peeved over the way the US President kept mum on the need for resolving the Kashmir issue through triangular dialogue.This way political analysts are not wrong when they believe that the activities of the separatists in the Kashmir valley were an internal matter of India.Another issue that seems to have upset Islamabad and the separatists in the Kashmir valley is Obama's announcement that India and America will,hence forward,promote greater cooperation for fighting terror in the world.Not only this he said that the existence of terror camps in pakistan was unacceptable and he would mount pressure on Islamabad for preventing terrorism from being exported to other countries.Obama has,at the sametime,engaged India in a joint operation against terror and in favour of promoting bilateral trade.His assurance on lifting sanctions on various nuclear programmes being executed by India and on increasing the level of imports of Indian goods has been a major gain for the Indian trade,industries and for unemployed youth.In fact a day after Obama landed in Mumbai the Pakistan President,Asif Ali Zardari,had tried to adopt a policy that could have a healthy reaction in India so that New Delhi did not attempt at raking up anti-Pakistan campaign during the US President's stay.Zardari had tried to make a solemn commitment on preventing soil of Pakistan from being used for exporting terror to any country.Not only this; he went to the extent of announcing that Islmabad would punish those who were involved in the Mumbai terrorist strike and who engineered these attacks.This is exactly what India has been demanding during the last two years.If Delhi suspended the composite dialogue with Islamabad it was the outcome of its anger against Pakistan for having allegedly masterminded the Mumbai terrorist strike in 2008 in which more than 170 people were killed.Delhi made it clear to Islamabad that it would resume the composite dialogue or reopen the channels of dialogue with Islamabsd only when it took steps to prevent extremists and terrorists from exporting terror to India.Delhi wanted adequate steps for dismantling terror infrastructure that existed in Pakistan and occupied Kashmir and penalty to the perpetrators of the Mumbai terrorist strikes.Even when Islamabad's steps had not been to the expectations of India Delhi still reopened the channels of dialogue since February last with the foreign secretaries had an inconclusive session in Delhi.This was followed by a visit of the External Affairs Minister,S.M.Krishna to Islamabad.However, Shah Mehmood Qureshi's bid to slight Kirshna during and after the talks added new dimensions to the growing conflict between the two sides.Despite unfriendly attitude being demonstrated by Islamabad Prime Minister,Manmohan Singh,has stated that he was always ready to hold talks with Pakistan.In fact reports indicated that Manmohan Singh informed Obama that India has been in favour of promoting friendly relations with Pakistan through bilateral talks.He had even conveyed to the US President India's willingness to resolve the Kashmir issue through talks but for the delay in resuming the composite dialogue Islamabad was responsible as it had neither dismantled the terror infrastructure that eexists in Pakistan,nor prevented its soil from being used for exporting terror to India nor having taken any firm step for penalising those involved in Mumbai terrorist strike. |
