Congress dissidents elated over Prithviraj's shift to Mumbai | | | Now that Prithivraj Chavan,a union Minister, has been appointed as Chief Minister of Maharashtra after Ashok Chavan was asked to resign following his alleged involvement in the Adarsh colony scam indications are that the dissidents in the Congress unit in Jammu and Kashmir, headed by the Union Health Minister,Ghulam Nabi Azad, may no longer feel the need of being on the defensive. And even a day before Prithiviraj Chavan was administereed oath the Congress dissidents in Jammu demonstrated their strength. These dissidents had no hesitation in revealing their mirth over Chavan's appointment as Maharashtra Chief Minister.Their reason for joy was evident because as incharge of party affairs in Jammu and Kashmir Prithviraj had been seen supporting the loyalists in the Congress in Jammu and Kashmir headed by Saif-ud-Din Soz.No doubt the party high command has been quite satisfied with the st yle of functioning of Soz,especially his success in keeping the Congress alive and kicking in the troubled state it has not taken any step for taming the dissidents by way of warning them of disciplinary action in case they did not wind up their shop.If any political party that could benefit from the factional feud in the Congress in Jammu and Kashmir it is the National Conference that shares power with the Congress. The Congress high command cannot derive satisfaction from groupism in the National Conference and the state unit of the BJP which have a committed bank of voters.Over the years Congress has been able to share power, first with the PDP and now with the National Conference, because of the voters support it received from the Jammu region in 2002 and 2008 Assembly elections. And the voters in the same region feel intrigued and upset over the way the loyalists and the dissidents in the Congress continue to be locked in a fierce campaign against one another. That the state unit of the Congress has started witnessing the down the hill journey is indicated by the way the Congress bagged 20 seats in the 2002 election against 17 in the election that was held in 2008.And in 2002 more than six independent candidates had joined the Congress as its associate members. And the loss faced by the Congress in the Jammu region was a gain for the BJP that won 11 seats in 2008 poll against one in 2002 election. This indicates that the Congress,if allowed to remain divided, may lose its capacity of being a king-maker.In 2002 it shared power with the PDP and helped Mufti Mohd.Sayeed to head the coalition Government. In 2008 it supported the National Conference and accepted Omar Abdullah to head the Government for all the six years. The dissidents sem to have felt emboldened to berate the loyalists because of the patronage the former recives from Ghulam Nabi Azad.Even if Azad heads the dissidents he has been able to retain his hold on the Congress high command not only as a member of the central cabinet but as a tested trouble shooter for the party in other states. And the dissidents are well aware of the political strength Azad enjoys in the centre. The loyalists do not find any need for reconcilation with the dissidents because the former know it well that so long majority of congress ministers in Jammu and Kashmir are with Soz,who has the clear backing from the party high command, there was no need for them to woo the disgruntled elements in the party. The loyalists are also aware of the fact that except for a couple of leaders in the dissident camp all others do not have a constituency and number of them had been defeated in the 2002 and 2008 elections. Whatever strength the two factions wish to demonstrate there was need for the party high command to bring about rapprochement between the two camps and any delay on the part of Sonia Gandhi in infusing discipline in the Congress in Jammu and Kashmir could help the separatists and other fundamentalist groups to feed themselves on the disarray in the Congress.
