No need to waste time on head count of militants

The police Chief,Kuldeep Khoda,says that there were 500 militants waiting across the border to sneak into Jammu and Kashmir.Earlier the Army authorities said that between 700 and 800 militants had been brought on the launching pads across the border for being pushed into Jammu and Kashmir.Khoda says there were 500 militants active in Jammu and Kashmir and out of them 300 were in the Kashmir valley and the remaining 200 in the Jammu region.Earlier senior functionaries of different security and intelligencee agencies believed there were about 2,000 militants active in Jammu and Kashmir.It all makes an interesting story.One would like to ask Khoda whether he,his men or those belonging to the intelligence agencies had counted the number of militants who were waiting for sneaking into Jammu and Kashmir from across the border?One wishes to know what equipment or tool Khoda's men had employed for counting militants waiting on the launching pads ?One wishes to ask the Army authorities and those heading various security and intelligence agencies whether they had counted the militants in the way the census evaluators make a head count while moving from door to door ?Over the years figures on the number of militants waiting across the border and on those active in Jammu and Kashmir given by the Army authorities usually differ from the one dished out by the police.Why so ?It appears that neither the police nor the Army have any specific gadgets for meauring the number of militants camping across the border or who are active within Jammu and Kashmir.If today senior functionaries of security agencies talks of 3,000 militants being active in Jammu and Kashmir hardly after a fortnight the same agencies reveal that there are not more than 1500 to 2000 militants active in the state.Where have the rest gone ?It is not their headache to explain when during the same period the rate of elimination of the rebls does not
cross 30.This way it seems whatever figures on the number of militants active in the state or on those camping across the LOC the police and other security agencies dish out are based on mere surmise.Some call it a bigger surmise than that of the soothsayers.Experts are of the opinion that it is possible to have a rough count of militnts waiting on the launching pads across the border because the border guards can spot them and their movement through the sensers and other gadgets.But it is not possible to have even a remote count of militants active within Jammu and Kashmir because these rebels do not have any particular base.They do not inhabit a village or a town for an indefinite period.Leave it aside.If Khoda and his men know that there are 300 militants active in the Kashmir valley they should know the area of their existence.If they have this knowledge why do not the security forces carry out operation flush out ?In fact no security or intelligence agency is specific on the number of militants active within the state.Their number increass or decreases depending on the security scenario.If there is added violence police authorities talk of increase in the rate of infiltration from across the border.In fact people are not as much interested in knowing the number of militants active in the state or those waiting on the launching pads across the border as they are interested in peace and normalcy which was possible only if all the militants,active in Jammu and Kashmir,are eliminated or accounted for.The security agencies need to focus their attention on intnsifying counter insurgency operations instead of wasting time on a head count of militants.
