Militants resurface in J&K to foil ongoing peace process

Jammu, Nov 13: Following gradual decline in the peoples' response to the calls for shutdowns and protest rallies being given by Syed Ali Shah Geelani, who heads the hardliners in the camp of separatists, Pakistan trained militants, who have been lying low since June last, have resurfaced in various areas of Jammu and Kashmir.
This was indicated by the sudden increase in the number of encounters between the security forces and the militants in different parts of the state. Official reports reveal that between September and middle of November 2010 as many as 20 major encounters between the security forces and militants took place in Kupwara, Baramullah, Anantnag, Kulgam, Doda, Kishtwar and in some pockets of Poonch and Rajouri.
In these encounters more than 35 militants were killed and seven security personnel lost their lives. Not only this the level of infiltration bids from across the LOC and the International Border (IB) too has increased. Rough estimates reveal that the troops and the BSF, guarding the border, foiled as many as 25 ingress bids in which more than 20 infiltrators were killed.
At a number of places, including Tangdhar, Poonch, Rajouri and some pockets on the IB the Pakistani forces violated the seven year long ceasefire by opening gun and mortar fire on the Indian pickets. The main reason behind the sporadic bids to violate ceasefire was to carve out a safe passage for the infiltrators to sneak into Jammu and Kashmir.
If between June and September 2010 militant activities remained dormant in the state it was because of unprecedented civilian strife in the form of protest rallies, shutdowns and repeated clashes between the protesters and the security forces which resulted in the death of 111 civilians in the police firing and injuries to over 300 people, including over 100 men of the security forces.
Agencies across the border, that have been providing moral and material support to the militants and also to the stone pelting protesters, and the separatists believed that the civilian strife was more effective than militancy related violence in bringing the Kashmir issue back on the international arena. They had believed that New Delhi could come under severe world pressure for settling the Kashmir issue. Hence instructions had been given to the militants to remain on the defensive and simply provide logistic support to the protesters for kicking up bigger violence.
As groups of people, including traders and transporters, started giving a luke warm response to Geelani's call for shutdown and protest rallies agencies across the border directed militants, operating in the state, to engage security forces in encounters. These agencies also initiated measures for stepping of the level of infiltration.
Even if the police Chief, Kuldeep Khoda, is to be believed there are more than 500 militants waiting on the launching pads for sneaking into Jammu and Kashmir.And even if 50 per cent of these militants succeed in infiltrating into the state it could push up the scale of violence in Jammu and Kashmir. What is worrying is the report that activists belonging to Lashkar-i-Toiba and Jash-e-Mohammad were being trained in guerrilla warfare in camps in Pakistan and occupied Kashmir. After completing their training they would be assisted in crossing into Jammu and Kashmir.
These steps were being taken to force New Delhi to reopen the channels of composite dialogue for resolving various bilateral disputes including the Kashmir issue. Agencies do not want New Delhi to rope in separatists through the three-member team of interlocutors. Hence attempts were being made to send more groups of militants for making up the loss of manpower among the rebels in Jammu and Kashmir. Besides this militants, operating in Jammu and Kashmir, were being equipped with sophisticated weapons.
To counter all these threats and challenges security forces, especially the police, were being readied for intensifying operations against militants in the state so that separatists were forced to abandon their plan of remaining on the offensive.
