J&K PDD not recovering dues from telecom companies

JAMMU, Nov 15: Jammu and Kashmir is in loss of several crore of rupees due to telecom operators in the state.
Power Development Department (PDD) is unable to get crore of rupees from the telecom operators. PDD had penalized telecom companies for misusing the electricity by not completing the legal formalities but has so far been unable to penalize these companies.
Even government was strict towards these companies which were fined by PDD but even after orders of higher officials in the PDD, department failed to collect fine from these telecom companies. Sources said that a written complaint was sent to Chief Minister Omar Abdullah but nothing has been done so far.
Sources claimed that last year, PDD gave instruction to all the telecom companies to install high tension metering and last date fixed was June, 30, 2010 but after the last date, very few companies had installed HT metering. After that, government imposed fine on all those companies who were not able to install HT metering.
They further said that state government gave instruction to all the telecom companies to submit sharing of site MoU’s copy to concerning department early of this year (2010) and also submit the copies of DoT and TRAI but companies were unable to submit copies to concerning department. Thereafter, government imposed fine on these companies which amount to crores of rupees.
According to PDD rules, for commercial usages, DG set is used and department take electric fare as per meter-readings. But DG set is installed but department did not do metering. It did not recover dues from companies. PDD says that telecom operators installed towers without fulfilling legal formalities.
Chief Engineer PDD, Mohammad Qasim Chowdhary said that he is looking into issue seriously. He added that a wing of PDD has already been activated to recover fine from those companies who are yet to complete legal paper works. He further said that the whole process will be completed in around one month.
Development Commissioner Power, Asgar Ali Mijaz said that he wrote letters to Chief Engineer PDD regarding disconnection order, details of sites and was present in the meeting with Principal Secretary which was held on June, 6th, 2010 with telecom companies. He concluded by saying that he has no knowledge of the issue.
