Instead of ball to ball Radha gives over to over commentary
11/15/2010 10:35:18 PM
The interlocuters, appointed. by the Government of India for the purpose of finding a solution to the Kashmir problem, are yet to obey the suggestions given to them by the Union Home Minister, P.Chidambaram.Chidambaram, after the interlocutors completed their first leg of the tour of Jammu and Kashmir, had suggested to Dileep Padgaonkar, Radha Kumar and M.M. Ansari, to avoid ball to ball commentary on their visit. He wanted the interlocuters to observe reticence so that none of their statements kicked up any political controversy. The suggestion had been given by the Union Home Minister after the statements given by the Padgaonkar and Radha Kumar had triggered widespread anger and had added new dimensions to the accession controversy. During their second visit, thank God the most eloquent of the three interlocutors, Dileeep Padgaonkar, had been away from the country and could not join his colleagues in their visit to Ladakh and Kashmir, Radha Kumar did the talking while M.M. Ansari observed reticence as he had adopted during the first leg of their tour to Kashmir. And Radha Kumar, once again, failed to maintain silence. She said that Kashmir was a political issue and required a political solution. Had anybody told her that the Kashmir issue was a law and order problem ? Had anyone among those nonentities, the interlocutors had met, told them that the Kashmir issue was either a physical or a mental problem ?Nothing of the sort. If it was the case what was the need for Radha Kumar to say that the Kashmir issue was a political problem? There was no need when not only the mainstream political leaders but even the separatists had been saying that the Kashmir issue was not a law and order or economic but a political problem. When asked whether they tried to meet the separatists Radha Kumar stated that there has been no response from them adding that “we have our compulsions and they have their problems.” If members of the  All Party  delegation had no compulsions in having a session with some senior separatist  leaders, inluding Syed Ali Shah Geelani, who heads the hardliners among the separatists, there should be no justification for Radha Kumar to talk about their compulsions. Well apparently the separatists do not seem to have any problem. They have conveyed to the Government that they would join the process of dialogue if their demands were conceded which included release of all detained people, repeal of the AFSPA, withdrawal of troops. So if there is any problem it is with the Government of India because it is yet to make a categorical announcement whether it was willing to accept these demands or reject it. Radha Kumar remained noncommittal when asked whether the interlocutors had recommended release of senior separatist leaders like Shabir Shah and Nayeem Khan. She also avoided  to comment when asked whether the interlocutors had recommended to the Government of India to accept the demands of the separatists. She, however, favoured release of all the detained people on the plea that it could improve the ground situation. Agreed that it was necessary for the interlocutors to meet people and political leaders of different hues and ideologies. But a session or two with the separatists seems to have become imperative for any Government negotiator or interlocutor. After all if the Kashmir issue is a political problem the separatists, within the valley, have kept the issue alive for all these years giving full advantage to Islamabad to keep on raking up the issue of settlement of the problem. Had not the separatists raised and reprised the Kashmir issue Pakistan would have not been seen securing world support for a third-party mediation on Kashmir. Islamabad has been trying to persuade the US Government to intervene so that the Kashmir issue was resolved. This clearly indicates that if the interlocutors plan to come to some conclusion or have the idea of submitting a detailed report on the internal and external dimensions of the issue a thorough debate with the separatists is necessary. Without that the efforts of the interlocutors could not be fruitful. And if Radha Kumar supports firmly the idea of involving Pakistan in the process of dialogue then the matter should be left to New Delhi which alone could reopen the channels of the composite dialogue.
