Govt violates its own order on holding weekly cabinet meetings | No meeting for over 15 days, ministers camping in Sgr | | EARLY TIMES REPORT Jammu, Nov 15: In the largest ever administrative cum police reshuffle effected by Omar Abdullah led cabinet over a month back, the coalition partners not only decided but announced it through a proper order followed by issuance of notification that government will hold cabinet meeting every week , Tuesdays having been earmarked for the purpose. But for the last three weeks the government is observing this order of its own in breach as no cabinet meeting has been held during over 15 days. In the massive reshuffle incorporating changes at the top rung officers, which saw nearly 83 officers transferred to different postings, it was envisaged that the government henceforth will have a regular review of the activities of these functionaries at new postings. This, the government apparently felt had become imperative in the wake of unrest in Kashmir Valley that kept it on tenterhooks for over three months. While this was primarily proposed by the Chief Minister, it was promptly endorsed by all the cabinet ministers, considering it as priority in the larger interests of public and for better governance in general. For some consecutive weeks the cabinet meeting was held on regular basis on every Tuesday, though in some not so significant decisions came forth. Government showed its seriousness in this commitment and an impression started gathering momentum that by holding cabinet meetings on regular basis government is keenly watching the situation and keeping an eye on administration as well as police officials in post unrest phase. But this did not last long. As the unrest started showing signs of ebbing out and normalcy restoring gradually, the entire cabinet including the Chief Minister appear to be becoming complacent, particularly about their commitment of holding meetings every week. As the Durbar started packing up in Srinagar during the month of October, fortunately so for the government, the intensity of the long drawn agitation started dying down and things also seemed to settling down on right tracks, much to the relief of beleaguered CM and his cabinet colleagues. The last month saw administrative and police corridors busy in first packing up schedule at Srinagar followed by unpacking phase here in winter capital when Durbar shifted to Jammu. After shifting to Jammu, Chief Minister indeed kept himself abreast about the situation in Valley through interactions and video conferencing with SPs and district level officers but the cabinet meetings have remained elusive for some time during which the overall review of the situation with inputs from his cabinet colleagues could have provided him better and thorough understanding of all aspects of governance. Interestingly, while the Durbar has now shifted to Jammu, the Chief Minister and most of his cabinet colleagues continue to be camping in Srinagar. For the last few days the Chief Minister is now busy in meeting people through "Awami Mulaquats" a close interaction with common people during which he is trying to build rapport with the masses in Kashmir in order to know their problems and concerns. So far so good. Where are his cabinet colleagues and what are they doing, in Kashmir or Jammu…..? Is the direction of CM of building constant rapport with common masses being followed in spirit or they are just busy in other insignificant works, which are not pressing need of the hour at all. The official press notes issued by the Information Department indicate that most of the Secretaries, including the Chief Secretary is also stationed in Kashmir Valley. Be that as it may, for now, one more Tuesday today without any cabinet meeting only goes as a sharp reminder to the government that it is ignoring its own commitment. |
