Jammu police making mockery of customer identification process

JAMMU, Nov 16: Despite repeated warnings and directions from Union Home Ministry to various law enforcing agencies and telecom operators of state against misuse of SIM cards by anti-national elements, task of customer identification and authenticity is not being taken seriously.
State owned BSNL and private telecom companies started their services in Jammu and Kashmir in the year 2003. Since then, police and intelligence agencies have on several occasions reported several cases of SIM misuse by militants. This even led to suspension of pre-paid service in the state and even after the restoration of service, strict guidelines were framed by the Union Home Ministry to ensure that subversive elements do not misuse telecom technology against the country.
According to highly placed sources, it was after the intervention of Home Ministry that a system was established wherein police was tasked with random checking of subscribers to ascertain whether SIM is being used by genuine persons or is in the hands of subversive elements. Accordingly, a list of nearly 1500-2000 subscribers was handed over to various police stations to personally verify credential of the customer.
It was necessitated since telecom operators were not doing job of Customer Point Verification (CPV) in the required manner and were just confirming identity of customer while sitting in offices, he added. Telecom companies had been taking service of private companies for getting CPV conducted. Police was tasked to cross check customers through random sampling.
But surprisingly, cops were also doing it carelessly leaving ground open for subversive elements. Sources said that police has not been adhering to norms specified by union home ministry. When contacted, Deputy Superintendent of Police (DySP) Headquarters J.S.Jasrotia said that he had no details about random check. However, IGP (Jammu) Ashok Gupta affirmed that police has been taking effective steps to ensure SIM Cards are not misused.
