Govt not sincere in strengthening basic democratic institutions in state: Oppn

JAMMU, Nov 16: The State Government is again befooling the people to take power to grass root level by strengthening the Panchyati Raj system in J&K. No body believes that the coalition Government will be sincere in this regard as ever since the National Conference came to power in J&K, it never showed any positive interest in making Panchyati Raj a reality.
Ridiculing the claims made by the Government in making the Panchayti Raj system a reality in the state, the opposition parties including PDP, BJP and NPP said that NC was never sincere in this regard and had the Party been so it would have not delayed the over due Panchayat elections.
How can the leaders of the ruling alliance make claims of strengthening the Panchayt Raj system in J&K when in other parts of the country Panchayt elections were held 12 times since the independence while in J&K the Panchayat and local bodes elections were held only four times since then.
This simply reveals that the NC has never been interested in strengthening the democratic institutions in the state but it was only interested in centralization of power in the hands of a particular dynasty said the PDP spokesman.
He said even prior to 1989-90 when there was total normalcy in the state, the NC Government hesitated in holding the Panchayat elections and after coming to power in 1996 it also did not pay any attention to it. The Government led by Dr Farooq Abdullah made a half- hearted effort in this regard by holding Panchayat elections in some parts of the state.
The spokesman said by making mere claims, the Panchayati Raj can't flourish in the state but it needs ground work for which the coalition Government is not mentally prepared as it fears drubbing at hustings.
He said sincere efforts were made for the first time in the J&K's history by PDP leader and former Chief Minister Mufti Mohammed Syed to strengthen the Panchayati Raj system in the state but after the transfer of power, the Party's dream could not become a reality Soon after coming to power the PDP led coalition not only started a process
of reviving the Panchayati Raj system in the state but held the local bodies and Municipal elections. After assuming power the present coalition dissolved the municipal corporations and Panchayats in the state a year back and till date did not order the holding of these elections which have now become over due, the spokesman added .
He asked when there is basic contradiction in the policies of the Government how can it claim to make the Panchayati Raj a reality in the state. Challenging the sincerity of the Government regarding the holding of Panchyat elections in the state, BJP leaders said the coalition leadership was befooling the people on this account. Had it been sincere it would have never delayed the implementation of Indian Constitutions 73rd and 74th amendment regarding strengthening of the Panchayt institutions in the state. He said the State Government has been deprived of over Rs 200 crore of Central assistance for its failure in constituting the Panchayats that has naturally hampered its development.
While questioning the claims of the State Government that it has its own Panchayati Raj Act which is much more better and has greater salient features than Central law , the spokesman said this argument is made just to avoid the implementation of Central law in the state.
Maintaining that the strengthening of basic institutes of democracy was must in the trouble -torn state to restore peace and peoples confidence in the democratic system a spokesman of NPP said that earlier blunders made by NC-Congress together has resulted in over 22 year long turmoil in the state. It is high time for Government to learn a lesson from its past blunders and work sincerely for the strengthening of Panchayti Raj system in the state by ensuring the peoples participation with the democratic system at grass root level.
