EARLY TIMES REPORT
JAMMU, Nov 16: November 15 will always be remembered as a great day for India. It was a day of thanks giving. It was a day for the Indians to rejoice and celebrate a spectacular diplomatic victory. It was a day for the Indians to celebrate not just the diplomatic victory of India over Pakistan, but also a day for the Indians to eulogize the Delhi High Court. It was a day for India when the Delhi High asked the Delhi Government why action should be not taken against those involved in seditious and anti-national activities.
The bleeding and under-attack-India witnessed four major, major developments at the international and national level. One, the United Nation, which hitherto used to create difficulties for India by virtually siding with Pakistan over the Kashmir issue, dramatically excluded Jammu and Kashmir from its list of unresolved disputes. It talked about the unresolved issues in the Middle East, Cyprus and Western Sahara, which are under the observation of the UN Security Council. It also talked about the engagement of the UN Security Council in Nepal and Guinea Bissau, but it did not talk about Jammu and Kashmir. It was a great development. It was the United Kingdom's top diplomat, Mark Lyall Grant, whose speech at the General Assembly indicated the dropping of Jammu and Kashmir from the UN list of disputed areas.
Earlier in October this year, Secretary-General of the United Nations Ban Ki-moon had said that the UN will not intervene in Kashmir issue until requested by both India and Pakistan. "As far as this role of good offices is concerned, the United Nations normally takes that initiative when requested by both the parties concerned," Ban had said.
As expected, Pakistan protested against the exclusion of Jammu and Kashmir from the UN list of conflict zones and New Delhi welcomed it, saying it has all along held the view that Jammu and Kashmir is an integral part of India. "We have always firmly maintained that Jammu and Kashmir is an integral part of India…This is a welcome step and we hope that in the same way the UN addresses our bilateral issues," the jubilant Minister of State for Foreign Affairs Preneet Kaur said while reflecting on the development of great import. As for Pakistan, its acting envoy to the United Nations Amjad Hussain B Sial lodged a strong protest and said: "We understand this was an inadvertent omission, as Jammu and Kashmir is one of the oldest disputes on agenda of the Security Council."
The exclusion of Jammu and Kashmir from the UN list of unresolved territorial disputes could be legitimately construed as a great slap on the face of Islamabad and a great Indian diplomatic triumph after many setbacks. It is also a slap on the face of Syed Salahuddin of Hizbul Mujahideen and United Jihad Council, Syed Ali Shah Geelani of Tehrik-e-Hurriyat, Mirwaiz Omar Farooq of All-Party Hurriyat Conference (M), Yasin Malik of JKLF, Shabir Ahmad Shah of Jammu and Kashmir Democratic Freedom Party and Mufti Mohammad Sayeed and Mehbooba Mufti of the People's Democratic Party It is also a big slap on the face of Chief Minister Omar Abdullah, who has been consistently saying that Jammu and Kashmir is a disputed territory and Pakistan needed to be taken on board to resolve the "unresolved" issue of Kashmir. The exclusion of Jammu and Kashmir from the UN list of conflict zones is a very big slap as well on the faces of the Maoist terrorist Arundhati Roy, interlocutors Dileep Padgaonkar, Radha Kumar and M M Ansari and on the faces of former Vice-Chancellor of Jammu University Amitabh Mattoo, Barkha Dutt of NDTV 24X7, former RAW chief AS Dulat, India-basher and the Pakistani tout AG Noorani and so on. It is also a big slap on the faces of the Kashmir-based commentators and lawyers like Mian Abdul Qayoom. They and similar other persons had been consistently misleading the public opinion through their misinformation no-holds-barred campaign that Jammu and Kashmir was an "unresolved issue" and the United Nations must intervene to resolve it. All of them must be cursing themselves and Pakistan for their utter failure to convince the United Nations of the need to intervene in the matter and help resolve the Kashmir issue to the Pakistani satisfaction.
Two, The United States declared in unambiguous terms that Jammu and Kashmir was an "internal issue." "This is an internal issue of India. It is a bilateral issue between India and Pakistan to discuss term, scope, character and peace," US ambassador Timothy Roemer said. He also said: "The (US) President (Barack Husein Obama), I think was very articulate on this issue of Kashmir. This is an internal issue for India…We are proud about President's announcement that he is unequivocally and fervently in favour of India having a permanent seat in a reformed United Nations. It was one of the many highlights of (his) visit to India. We will be working to see that happen." What Roemer said could also be considered as yet another victory of the Indian diplomacy and humiliating defeat of the unscrupulous, expansionist and militant Pakistan, as also a defeat of its agents in India, including Amitabh Mattoo, who, like the PDP leaders and others, has always lobbied for Islamabad in New Delhi. (To be concluded)
