11/17/2010 9:32:41 PM
EARLY TIMES REPORT
Jammu, Nov 17: Even after the opening of the Durbar Move offices here in the winter capital the working of the civil secretariat is yet to become normal.
In the first week the most of the offices spent the time in arranging their files and other important items required for making the offices functional.
In the second week the majority of Kashmir based employees took a week long leave and went back to Kashmir to be with their families on the occasion of Eid. In their absence the offices are deserted and only functional staff is seen present in the secretariat.
Official sources said as per the calendar it suited the employees to apply for two- three days leave and avail week long holidays to go back to Kashmir and they could not do anything about it. It is a sensitive subject and close to everyone's heart.
The state government has no such arrangement where it makes mandatory for the civil secretariat employees not to avail week long holidays during festive season.
A senior officer in the CM's secretariat claimed that most of the staff of the senior cabinet ministers and other senior officers of Kashmir are away in Kashmir to celebrate Eid with their friends and relatives.
He expressed hope that the working of the civil secretariat would be normal only from next week as all the employees are expected to return to Jammu after Eid.
The senior officer said till then the most of the Jammu based employees are holding fort in the civil secretariat and cannot avail the benefit of week long holidays as they are expected to stay back in the absence of their colleagues from Kashmir valley.
