| Every body was happy and it was considered, diplomatic victory for India, as Kashmir was not figured in disputed list of United Nations reported in media. It was a significant development giving a set back to Pakistan. India always favoured bilateral talks between both the countries especially after Shimla Agreement. It was agreed in an agreement that the problem with regard to Kashmir claims will be amicably settled and resolved by both the countries with out IIIrd party intervention and mediation. But this position was changed when spokesperson of United Nation made it clear on November 15 that reports published are not correct. Infact, there was a change in the early stand of Indian government and Pakistan. After attack on Kashmir by Qabalies aided by Pakistan forces, unilateral cease-fire was announced by Pt. Jawahar Lal Nehru and matter was referred to United Nation and from that day it remained on the agenda of United Nation security council. But to impalement the charter of security council Pakistan was supposed to withdraw Army from PoK but Pakistan did not agreed to it. Pakistan rather allowed China to use PoK territory for construction of roads. Even actual possession of few area over which Korakaram road was build, remained with China. Pakistan declared Gilgit as 5th Province and virtually merged it with Pakistan for all practical purposes. The situation was further changed when China Army was found building structures in Gilgit-Balistan areas, which was handed over to them by Pakistan. Indian government raised protest and China made its position clear saying that no portion was under its occupation. Infact, this was a statement which do not support the truth, facts and ground realities. Since 1947 situation was changed and united nation security counsel gave priorities to other issues. 9/11 attack changed the International scenario, United State of America attacked Afghanistan. Militancy was a big challenge and focus of International forces was changed. India and Pakistan was considered as countries, which can play vital role. Although everybody was aware that Pakistan is and was hub of terrorism. India was demanding that Pakistan should be declared as terrorist state. But international forums were not ready to accede to this demand. War started between different national when Iraq took control over Kuwat. Iraq was attacked and Sadam Hussain was killed after so called trial. In 1994 parliament of India passed unanimous resolution and stated that only dispute with Pakistan over Kashmir is to get back PoK area which was forcibly occupied by Pakistan. Although political scenario was changing very quickly. Militants and their supporters also started demanding intervention of International community. But present leadership and coalition government in Jammu and Kashmir could not meet the challenges. Omar Abdullah made a statement that accession of Jammu and Kashmir was temporary and conditional and merger has not taken place with India. It was totally immature statement but unfortunately Foreign Minister S.M. Krishna and Union Home Minister P. Chidambram endorsed it. Prime Minister of India remained mum when Supreme Court asks for affidavit and they speak over the issues where they are supposed to remain silent. They have not even tried to assert their claims over the territory of PoK. Jammu and Kashmir constitution has kept 24 seats reserved for PoK. Constitution itself speak that PoK area is part of our state territory . But even in assembly session no party or individual took up this matter and even resolution was not moved by the chair to disagree with Pakistan in transferring our land to China. Our state should have adopted resolution like Parliament of India resolution of 1994. "Jammu and Kashmir dispute was not mentioned in the context of unresolved long-running situations" said Amjad Hussain B. Sial Pakistan acting envoy to the UN. He further said that it was an inadvertent omission on the Jammu and Kashmir is one of the oldest disputes on agenda of the security council. Sial was speaking at UN assembly session, which was discussing functioning and reforms of the security council. While Secretary General Ban Ki-moon said that UN will not intervene until requested by both parties. These were remarks while expressing concern about the unrest. India and Pakistan are neighboring countries, important nations in the region-peace and security would have important implications. These statements caused confusion about the stand of United Nation Security Council our Kashmir. State Government attitude is casual and callous toward these issues. Rather state Chief Minister have said that Pakistan should be involved to solve Kashmir problem. Omar Abdullah favoured that interlocutors should discuss issue with Sali-ud-din also. Omar Abdullah should understand when we talk of dispute to be resolved by bilateral talks under the Shimla agreement that is with respect to claims of both the countries. But Kashmir problem is our internal problem and we have to control it. State Government wants to shift its failure to control the situation. Infact, the statement made by Omar Abdullah is to divert the intention of public from real problem and inability to handle the internal situation. UN Spokesman Farhan Haq said on Nov. 15 that the Jammu and Kashmir dispute remains on the United Nation Security Council agenda. While presenting the annual report to the 192 members assembly, British Ambassador Mark Lyall Grant has not mentioned Kashmir dispute in the context of unresolved long-running situations. Come what may, we have to stand on our own legs. We have the capacity and capability to meet all challenges. India is not a developing but developed country admitted by head of super power Barack Obama also. India have to face more challenges before attaining its original status of JAGAT GURU to bring total peace and prosperity in India and rest of the world. |
