Streamlining of traffic regulation needs administrative involvement too | | | EARLY TIMES REPORT Jammu, Nov 20, : District Magistrate,Jammu Sanjeev Verma recently issued orders banning parking outside educational institutions as one of the solution set to ensure smooth flow of traffic in Jammu city. This has come as a respite for the commuters as well as the pedestrians also who are quite often faced with the chaotic situation arising out of such mess. Ironically there are many bottlenecks as well as the loopholes that need to be plugged by the administration under such stipulations with schools and educational institutions being on the top list of such flouters that see huge amassing of vehicles before and after the school hours. However many of the administrative institutions like PCR at Parade ground is also a live example of such chaotic mess that despite having a large parking space within its office premises, park the vehicles outside, thus adding to the chaos in the thin area outside Women College Parade. Also, one of the major schools in the posh Gandhinagar area too stands witness to the rising surge of vehicles on the national highway thus putting the entire system out of reckoning for the smooth plying of inter-state movement of the buses. The traffic congestion in the city is caused due to irregular parking of vehicles not just outside the school buildings in the city and there are several other factors which need to be addressed. Not only the commuters and pedestrians always are put to such hardships, even the issuing authority to have to face the brunt. Sometimes when security personnel posted outside CM's residence send out a signal to stop the traffic coming from DC's office it is no less than a chaotic situation outside DC's office also. Since no school building is present in the vicinity, the hotchpotch in the view even restricts the DC’s movement which is of the prime necessity to have his movement cleared in the urgency. Secondly, for the sake of argument if we still assume that the private vehicles are parked for sometime on two occasions during the day and in the mornings what causes traffic congestion during rest of the day. Another aspect to restrict unnecessary movement of security vehicles, not on duty, in the walled city area to avoid traffic congestion is a big cause that needs to be immediately seen into. It is a common site during these days in Jammu to spot a red light fitted ‘sarkari’ vehicle either parked wrongly in the middle of the road or moving in restricted area causing traffic congestion than those private vehicles parked outside the school buildings. Hence not only schools or educational institutions need to mend their wrong parking; the administrative machinery itself too has to mend its own ways also to streamline the system.
