HC for status report in allotment of works in R&B | | | EARLY TIMES REPORT Jammu, Nov 20 – The Jammu and Kashmir High Court has called for a status report regarding allotment of works in the R&B Division, Nowshera in Rajouri district in a writ petition filed by the contractors of the area. The contractors, in a petition, have pleaded that the works pertaining to the construction of various roads, bridges as buildings have been allotted to the blue-eyed and influential contractors by violating all the standing norms, rules and procedures to give undue benefit at the cost of government exchequer. They have alleged in the petition that these allotments have been made by resorting to ‘underground tenders’, without inviting the tenders as well as departmental works as approval by the executive engineer, Nowshera and SE Rajouri of roads and buildings department worth over Rs eight cores without publicising the works mostly in nexus with the local MLA, his brother, supporters as engineers of exorbitant rates. This has deprived more than 140 contractors of the area from participating and competing for such works. They alleged that the concerned authorities have kept the allotments underground in many such casers inspire the representations made to the executive engineer and appeals to the Chief Engineer, R&B, Jammu under the J&K RTI Act. Justice M.A. Mir, the Judge of the J&K High Court, while issuing notice to the respondents called the status report from the official respondents. The officials who have been directed to respond include Commissioner /Secretary, R&B, Chief Engineer, R&B, Jammu, SE Rajouri, Executive Engineer, R&B, Noweshera and MLA Lalakote. Mr. Ashok Sharma Advocate appeared of benalf of the aggrieved contractors and officer bearers of the contractors association of Nowshera Division.
