Govt opts for inaction against economic and social offenders | | | Early Times Report Jammu, Nov 20:-The National Conference led Government seems to have opted for a passive role vis-a-vis profiteers,hoarders,blackmailers and land grabbers.This is evident from the faulty tackling of these social and economic offenders in the recent months. Soon after the rise of civilian strife in Kashmir since June 11 the National Conference-Congress Government ,informed sources said,has decided to avoid taking any action against these eonomic and social offenders so that the ongoing anti-Government agitation did not assume bigger dimensions. It can happen only in Jammu and Kashmir where the state Government has failed to ensure that traders, especially those selling mutton,chicken,milk products, failing in displaying the rates lists and in selling goods according to the rates fixd by the state administration.The events during the r ecent Eidul Azha celebrations in the Kashmir valley fully demonstrated Government's inability to act against hoarders and profiteers. A day before the celebrations started chicken disappeared from the markets. Chicken dealers either shut their shops or kept the shutters open without sale of chicken. And those who managed to buy chicken had to pay double the prices than fixed by the Government. Evem a kg of mutton was sold between Rs.180 and Rs.225,a rate Rs.20 to Rs.65 higher than fixed by the Government. "Where is the Government ?"This was the common refrain in Kashmir.And the common answer was that it was busy in its efforts on arranging a meeting between the interlocuters and the Kashmiri separatists.Others would not hesitate saying in the open that the stone throwers have forced the NC led Government to go in hibernation.Yet others said that the ruling coalition was busy in manipulating figures on development activities so that it could get additional funds from the central Government. Whether in the Kashmir valley or in the Jammu region land gr abbers enjoy a field day.What is shocking is the way these goons have grabbed the forest lands in the state thereby causing squeeze to the forest area by over 25 per cent during the last 20 years. During the last two years the work culture in the Government offices has witnessed a marked nose dive because the senior bureaucrats and Departmental heads have failed to infuse discipline among the employees.In fact when the senior bureacrats have been seen playing truant in their ofices they have no moral authority for imposing discipline in their offices. You have almost every day cases of molestation,rapes,abductions in different parts of the state.These incidents multiply when the entire police force has been busy in dealing with protest rallies organised by the separatists and other political activities being carried out by the opposition political parties. Since there is no demand for getting the Dal Lake conservation project probed by the CBI the extent of loot has r emained under the car pet.Even the official sources have admitted that misappropriation and misuse of huge amount of funds,earmarked by the state Government and the centre,for the conservation and development of the Dal Lake,has been as massive as the Adarsh colony scam in Mumbai or 2G spectrum scandal.If you ask a common man in Srinagar about the lake development programme he would simply say "several thousand crores of rupees have gone down the lake,if not the drain, that has become a source of pollution". The Government has failed to carry out any major transformation in its transport and traffic management policies.The result is not only traffic chaos on the city roads but series of fatal road accidents.After each accident the Government makes a number of promises for tackling these road mishaps but each commitment has r emained unfulfilled. Three factors seem to have forced the state Government to adopt passive approach against economic and social criminals.First,the ruling coalition has the feeling of standing on a weak wicket.Its leadership,including the Chief Minister,despite repeated assurances of support from the Congress high command,has fears that it may lose power and hence it does not want to initiate steps that could annoy a section of people. Secondly,the lack of coordination between the National Conference and the Congress,that share power,is the root cause of Government inaction against those involved in conomic and social malpractices.The Congress does not want to get the blame for inittaing disciplinary measures against social and conomic offenders.The National Conference leadership too wants to bide time by playing safe. Thirdly,the ruling coalition lacks the support from the bureaucracy and from the senor functionaries of the wings of police,transport and traffic.This lack of support is the basic cause for the nonimplementation of any Government decisions or directions.Chief Minister,Omr Abdullah,and his minitrial colleagues seem to demonstrate their interest in tranforming the politial,social,secuity and economic sscenario in the state.But actually they are as good as helpless actors.(eom) |
