Most corrupt state is best in health care!

NEW DELHI, Nov 20: The India Today survey that shows `remarkable improvement' in governance in the last two years has been taken with a pinch of salt in Jammu as well as in Kashmir. The survey comes barely two months after New Delhi saw `trust deficit' and `governance deficit' in the state.
The Jammu and Kashmir State has been adjudged the best State in the Country for successful implementation of schemes in Primary Health Care sector and Mahatama Gandhi National Rural Employment Guarantee Act (MGNREGA).
The State has also been ranked third in Micro Economy, fourth in Primary Education and Investment Environment while it stands at rank sixth in Consumer Markets sector.
Giving details of the methodology adopted by the survey, the report says that the objective route has been used, relying solely on data from central sources to adjudge the State's and formulate rankings list so that non-comparability of data across States was not an issue.
This means, the survey was conducted in a posh room at New Delhi using data furnished by the central agencies without actually visiting the state. A central agency had adjudged Jammu Kashmir as the most corrupt state in India last year. Another report adjudged the summer capital as one of the dirtiest cities of India.
What can change in one year especially when half of it is consumed by strikes and curfews? As far as primary health facilities are concerned, the Press Enclave at Srinagar's posh residency Road receives three delegations every week from far-flung villages complaining of non-availability of doctors and para-medical staff in primary health centres.
For want of blood, injured persons are referred to Srinagar and Jammu hospitals from almost all district headquarters. Most of them die enroute. The district and sub-district hospitals have no blood bank facilities. Lal Ded is the only government run maternity hospital in the entire Valley. The SKIMS has limited beds for pregnant women. This hospital (Lal Ded) also caters to the needs of Banihal, Ramban and Doda areas of Jammu region. According to hospital sources, more than four women are forced to occupy a single bed in the labour room.
The report also talks about infant mortality rate. A huge newly constructed building houses the childrens' hospital in Srinagar. For the entire Kashmir division, there are only ten incubators in the Intensive Care Unit (ICU).
Surprisingly the top ranking has been given to the state on the basis of expenditure it has targeted. In 2010 the State has targeted an expenditure of Rs. 600 crore under MGNREGA almost three times the last year's. The Government has been able to generate more than 7.9 lakh mandays for about 2.5 lakh households and spent nearly Rs. 140 crore. This is what the papers say. For the information of the persons who conducted the survey, the situation in state was so grim that the Chief Minister had to defer implementation of employment package announced on Sher-e-Kashmir's 104 birth anniversary on December 5 last year by eleven months.
The survey picked eight heads with various sub-heads of prosperity and budget, present age of urban population, per capita capital expenditure, inflation, per capita debt, per capita GSDP, per capita revenue of SEB, law and order, health, mortality rate, education, literacy rate, consumer markets, per capita deposits, percentage of cultivated area, food grain yields, villages connected with pacca roads, per capita capital expenditure, etc. to formulate the ranking's list.
