Soz adds to NC’s worries by favoring implementation of 73rd, 74th amendments

JAMMU, Nov 21:- The Congress has reiterated its stand on holding the local bodies elections on non party basis. This has been once again made clear by the Pradesh Congress Committee chief and former Union Minister, Prof Saif-ud-Din Soz while addressing a rally of his Party at PCC Headquarters, Srinagar today.

Adding to the worries of the alliance partner, Prof Soz however said that Panchayts in J&K would be modernized and empowered by weaving the 73rd and 74th amendment of the Constitution of India in to the J&K Panchayat Act to which its alliance partner NC in principle does not agree.

It may be recalled that the Finance Minister and senior NC leader, Abdul Rahim Rather who is number two in the rank in the Party after the Chief Minister, Omar Abdullah has already made it clear that State Panchayat Act is much more better than National Act and hence there was no need of implementation of 73rd and 74th amendment of the Indian Constitution in the state.

But the sources said with the reiteration of stand by PCC chief that the 73rd and 74th amendment will be introduced in the state to make the Panhayat Raj system more powerful has put NC leadership into a quandary. The issue will snowball into a big controversy in case both parties stick to their respective stand on the issue, sources added.

Sources said that it is not for the first time that Prof Soz has favored implementation of the 73rd and 74th amendment of the Indian Constitution in the state but earlier at a number of occasions he has made public commitment in this regard. But it is NC which has been opposing the same.

Sources said that Congress can’t backtrack from its principled stand on the issue as the Party is facing a stiff opposition from BJP which has been demanding the implementation of the 73rd and 74th amendment of the Indian Constitution. Even the Prime Minster of India, Dr Manmohan Singh during his last visit to J&K has stressed on implementation of the amendment to make the Panchayati Raj system a reality in the state.

Prof Soz who showed his Party’s willingness of holding early Panchayat elections in the state declared that the NC and Congress Coordination Committee will meet soon in this regard and take a decision.

The meeting among others was also addressed by senior Congress leader Ghulam Rasool Kar, Shoaib Lone, president J&K Youth Congress, Amrinder Singh Brar, general secretary All India Youth Congress, Ghulam Nabi Monga, vice president PCC, Bashir Ahmed Magrey (MLC), Indu Pawar president Mahila Congress, Khem Latta Wakhloo, G N Mir Lasjan, Master Mohammed Maqbool, Farooq Andrabi, Mohammed Amin Khan, Gulzar Ahmed Wani, Aftab Ahmed Beig and Sheikh Ishfaq.
