'Nod 'to panchayat polls on non party basis……. v'Disagreement' on chairmen for district boards

Jammu, Nov 22: In what appears to be the state heading for Panchayat polls on non party basis, the cabinet today almost gave a go ahead signal for the same with members from both the allies NC as well Congress willing to hold it as early as possible. "The polls for first two tiers shall have to be held without further delay…..unanimity prevailed at least on this front among all the ministers", said a senior cabinet minister . The issue of Panhayat elections came up for threadbare discussion during the cabinet meeting held today after nearly three weeks of gap.
It is worthwhile to mention that this period suddenly saw announcements and assurances by the ruling partners as also willingness expressed by the government itself that panchayat polls will beheld very soon. While Congress has already been pressing for contesting the election on non party basis, the NC also appeared to have agreed to this, sources said that unanimity was expressed by both the partners on this. However, there emerged some disagreement , if not differences on the issue of 73rd and 74th amendment of the constitution, something which Congress has already been pressing for, during the last two days in particular by none other than the PCC chief Prof Saif-u-Din Soz during public rallies in Kashmir.
Sources said while the cabinet agreed to have polls held in the state for first two tiers, panchayat and block level as normal, the aspects related to the third tier, that is for the chairmen for District Board level, following some disagreement it was decided that the government shall have a look and study the Central law to know what it states with regard to procedure for having a chairman from the panchayats at the Board. As for the own state law, it envisages the chairman be nominated by the elected sarpanches. However, some views emerged in the meeting today that there should be proper election for this post as well, as is the practice in other states. Sources also said the dates for the polls, as per the mood and mind of the government would be declared soon.
