| Justice to all appeasement to none is well worded phrase but the same sings on different note in Jammu and Kashmir. Here we have assigned new wording in political circles and phrase become "injustice to all appeasement to one and one only that is Kashmir".
Time and again Omar Abdullah asserted that no discrimination will be done on the basis of caste, creed, religion and region. Equal treatment is given to all.
Normally people feel he may not be a good and seasoned politician but he is straight forward person and man of commitment. He has the capacity to agitate over relations in federal structure of states. Democratically elected government being a socio-welfare state is bound to protect democracy being basic spirit of the constitution.
But the facts do not support present set up. Kashmir-centric leadership is unable to change its mindset. This all is effecting democracy and system is facing number of challenges.
Few idiots spoil democracy by resorting to violence to mark their presence in valley. White snow covered hills are spotted with red colour to mark the presence of blood. Few Idiots want to turn green look of our mother land into desert. They are animals who can not digest the beauty of Jammu and Kashmir. Few want to say "no" to Mahatma Gandhi's ray of hope.
Idiots are Idiots. They do not believe in democracy. They want theocratic state. But, what will be appropriate word for political masters, parties and human right activists and so called secular, forces which are boosting the idiots. Every reader has an open choice to select appropriate word for them. This class of society has been assigned a duty to protect and save "Democrat values" in democratic society but their role is totally negative.
Let us go back to main object of democratic state in which Justice, Liberty, Equality, Fraternity are basic ingredients and there is no space for discrimination. Recently rupees 2200 crore has been allocated for conservation and beautification of Jhelum, 350 crore were sanctioned for Wullar Lake, 350 crore for Dal Lake, but, what Jammu got. Just an eye wash and lip sympathy. Omar Abdullah Chief Minister of Jammu and Kashmir enjoyed a ride with Jai Ram Ramesh in a helicopter to show the petty condition of water bodies in Kashmir but forget that he is chief minister of J&K and not of Kashmir.
Even basic intention of successive governments headed by different leaders was not up to the mark irrespective of their political affiliations and ideology that may be Dr. Farooq Abdullah, G.M. Shah, Mufti Mohd. Sayeed , Azad or Omar Abdullah.
Out of 198 sub heads, few are highlighted to reflect the approach and attitude of successive governments towards Jammu, Kashmir and Ladakh.
Let us take a single example of agriculture plan of 1992-1997. It shows 57.61 crore for Jammu 104.5 crore for Kashmir.
In 9th plan expenditure 1997-2002 Rs. 147.31 crore was expenditure for Jammu 253.17 crore was for Kashmir. In similar manner in 10 plan 2002-2007 Rs. 270.49 crore was marked for Jammu and Rs. 380.29 crore for Kashmir.
Let us further have a look over 11th purpose plan 2007 to 2012 in this Rs. 337.56 crore were marked for Jammu and 519.41 crore for Kashmir. What justification can be assigned to this discrimination. Whether present government have changed its out look. One can say this figure is over one subject of Agriculture let us take another example of road and building.
In 8th plan 1992-1997 Jammu have spent Rs. 144.2 crore and 247.22 in Kashmir. In 9th plan 1997-2002 Rs. 229.38 crore were further spent in Jammu and Rs. 403.67 in Kashmir. Like wise in 2002-2007 plan expenditure 730.93 crore for Jammu and 751.03 for Kashmir. All this speaks about the volume of discrimination.
Every body is aware that Jammu have 26293 sqkm area and Kashmir has 15948 sqkm area where Ladakh exceed 59147 sqkm. When area of Kashmir is less no one can justify this more funds allocation for Kashmir.
This discrimination is due to Kashmir centric mindset and may be done on the basis of region, religion or communal mind set. If the provisions in budget plan shows discrimination. How we can give equal treatment to all three regions of the state.
Omar Abdullah moved from pillar to post to get university for Kashmir because centre government decided to establish one university in Jammu region.
Grand father of present Chief Minister Sheikh Mohd. Abdullah was having same line of political ideology and Omar Abdullah have inherited it. In 1975 Sheikh Mohd. Abdullah came back into power when an accord/agreement of understanding was signed between PM of India Smt. Indira Gandhi and Sheikh Mohd. Abdullah. 1975 Mir Quasim was asked to resign and Sheikh Mohd. Abdullah was made Chief Minister of Jammu and Kashmir.
In fact this was against the basic spirit of constitution and democracy. When elected leadership was asked to withdraw to give passage to Sheikh Mohd. Abdullah to enjoy power.
We remember the words spoken by same political leader in a public meeting held in front of Brahman Sabha Parade ground. He said for main national political party "Ya Gandhi Nali Kay Keeda Hay". This was in response to few worker of particular party who were raising protest slogans in his public meeting.
The same leader declared 1979 agitation as illegal. Author was also a student leader of ABVP and was officiating as president of state unit. Author was also acting as general secretary of student union ment to lead ongoing agitation in 1979. Two demands were raised, Ist to re-start Ayurvedic college and IInd was to abolish medical college in denied system.
A delegation of students met with Chief Minister Sheikh Mohd. Abdullah and requested him to accept the demands.
Chief Minister disagreed and said that Centre government have decided to close Unani College in Kashmir, where few students and Professor were caught caring anti-India activity. He openly declared that being a Muslim majority state in India. He has to watch the interest of this particular community.
When author said nothing is found against Jammu Ayurvedic College, why it is being closed. It reflect Kashmir centric wrong approach. Ashok Khajuria, Balwan Singh, Chander, Ashok Gupta, Surdershan Wazir and author were among the delegation. The negotiation ended in deadlock anti-state and anti-Sheikh Mohd. Abdullah slogans were raised in front of him and this followed large scale protest in Jammu region.
Author was also booked under Public Safety Act and was shifted to Kashmir central jail at Rainawari. Jammu leader when failed to mark their presence in the agitation of 1979 as the same was led by student leaders only. They formed a committee of citizens headed by Suraj Parkash Gupta Advocate with active assistance of Janta Party.
Student of Ayurvedic College were sitting on fast unto Death and author was leading 101 students sitting on fast to support the cause.
Before all were arrested in mid night. A senior leader of Janta Party came on site of dharna and asked Author to leave the site as police will arrest all during night at about 2 a.m. Author disagreed with purposal. Another messenger of same leader contacted Author at 1 a.m. and said the concerned leader has asked me "to leave the place as author have to carry on agitation. Finally author was arrested as he decided not to leave or run from the scene as he was also on fast. This pre-information caused question mark in mind about the role of Jammu based leaders their association with police/administration."
After arrest author was booked under Public Safety Act and shifted to Srinagar Central Jail. Citizen committee entered into an agreement with Sheikh Mohd. Abdullah and called off strike and caused death of agitation.
Infact Muslim Conference before independence came into existence before independence and its nomenclature was changed to National Conference but mind set remained the same. In 1975 few leaders of Alfata Banned organization were absorbed in police force of Jammu and Kashmir.
Same process is adopted for surrendered militants and it is not a new policy but old wine in new bottle. 27% speaks Kashmiri language and wants to dominate the political scene of the state and for that purpose 46 seats are kept for Kashmir 37 for Jammu and 24 for PoK and 4 for Ladakh region. Delimitation is banned till 2026 figure of census was also correct as 30 were voter in Jammu are 28 in Kashmir this was changed in concern 32 km and 30 in Jammu. Democracy is crippled in Jammu and Kashmir let us join hands and work to save the democracy in true spirit. |
