PDP supports surrender & rehabilitation policy BJP opposed to it

JAMMU, Nov 23:Senior functionaries of various central security agencies are said to have expressed their doubts if Islamabad will allow those Kashmiri youths, who had crossed over to Pakistan for arms training to return to their parent state.
They also have fears about the future role these youths will adopt after they are back in Jammu and Kashmir.
These functionaries are of the opinion that Islamabad may not allow the Kashmiri youths to return to their parent state as they would confirm India's claim that Pakistan had lured Kashmiri boys for arms training and after receiving training they were pushed into Jammu and Kashmir for indulging in subversive activities.
Based on their past experience a senior police officer said that a large number of militants had surrendered after having given in writing that they would not indulge in any subversive activities.
He said some of them later were found to be working for various militant groups.
However, political leaders belonging to the PDP, the National Conference have been quite optimistic about the plan of these boys to join the national mainstream. These political leaders said that during the last several years majority of the boys had been pressing their parents to take up their case with the Government of Jammu and Kashmir and India. These boys have been forced to work as laborers and others had established small tea shops.
They said that once these boys were rehabilitated they would be able to lead a normal life. But leaders belonging to the BJP are critical of the plan. They said that the surrender and rehabilitation policy was being followed by the National Conference led Government to appease the Kashmir separatists. They believe that the new surrender and rehabilitation policy of the boys who have been trained in camps across the border could kick up a serious security threat in the state.
