| The policy of rehabilitation, intended to facilitate the return of ‘so called ex-militants’ who belong to J&K and had crossed over to POK/Pakistan for training in insurgency but had given up insurgency activities due to change of heart and are willing to return to the state is a sham. Rehabilitation of the militants in POK/ Pakistan who left the state 20-years back to get arms training to revolt and fight against the country at the behest of the enemy country is a sinister conspiracy designed to strengthen the separatist movement and boost their moral as also to help provide legal way to trained militants to enter the state for creating unrest and large scale subversion/disturbance not only in J&K but also in rest of the country. After armed forces and paramilitary forces relentlessly thwarted several attempts of the trained militants to clandestinely infiltrate the LOC for the last two years, this novel method of importing the trained militants has been designed by NC and PDP to gain the sympathy of the separatist forces.
The interest of the PDP and NC (who have their base exclusively in the Valley and are ever keen to win over the pro-separatist elements) in coining such methodology is understandable but what compels Congress (who have little to lose in the Valley and have lot to antagonize their vote bank in rest of the state) to toe PDP/NC line of aiding and abetting terrorism is not understood. Their silence and absence from the Cabinet meeting that passed the controversial and antinational bill is a mute support of the conspiracy.
Simple common sense decries that those who crossed border 20-years back are no more youth now. They are hard core trained people in their thirties or forties, may be with their own big families who may not like to leave POK. Moreover, 20-years of stay in any country is sufficient for a migrant to acquire the citizenship of that country and what is the justification of inviting such migrants back into the country when they left the country of their origin with a sinister design of waging a war against the country they deserted. How and who will ensure, insure and certify that these migrants will not work as ‘sleeping cells’ and help the enemy like the ‘Trojan Horse’? Our experience of the past of giving PDP’s ‘healing touch’ to the militants who outwardly laid down their arms and pretended to join the main stream to become a peaceful citizen is not encouraging at all.
One fails to understand why and how Pakistani government will allow trained militants (on whom they invested ‘ long time and substantial sum of money’ for giving India ‘ thousand cuts’ and create subversion) to cross the border merely for the purpose of creating a bad impression among the Kashmiri masses about the prevailing conditions in POK/Pakistan. Pakistan government will certainly ensure that no one is allowed to cross over to the state for resuming a normal life or meeting and staying with their families. Yes, the Pakistan government would be happy to allow those of the trained elements who promise to serve the Pakistan’s interest and create unrest and subversion in the entire country including J&K.
It is a sinful crime to think of, plan and order resettlement of traitors, terrorists, fundamentalists and killers of hundreds of nationalists and men of armed forces off the country before resettling the Kashmiri Pandits (the original inhabitants of the Valley for centuries) who were forced out of their home and hearth more than 20-years back by these very fundamentalists, militants enemies of the nation.
