Will Pak 'reciprocate' Indian move on amnesty to ultras? | Who is going to 'grant permission' to trained youth to leave that country? | | ET Report Jammu, Nov 25: Union Home Minister P Chidambaram's prompt response to J&K Chief Minister Omar Abdullah's request on granting general amnesty to Kashmiri militants in POK through its much talked about Rehabilitation Policy is both appreciable as well as surprising. Its approval by the state cabinet is being followed by other necessary steps to give a practical shape to its modalities on ground. The mandatory preparations and preparedness on part of India as well as J&K government is all understood but still the core question remains wrapped in layers of confusion- Will Pakistan agree on the lines India and Omar led government wants things to happen under this hyped policy…? One understands well that Amnesty policy for those want to return home could be major confidence building measure in a bid to soothe the resentment and anger of Kashmir masses, who feel bruised and traumatized particularly in the wake of recent civilian killings and the unrest that gripped entire Valley for over three months. As far as Center's nod and go ahead signal is concerned also seem to be welcome in that background. It is in context of the argument that policies which allow youth and sons of soil to reject violence and join the mainstream for political solution are always welcome steps, rather than adopting rigid approach. In all this humdrum where proponents and opponents of the policy are making loud noises, the moot question remains is this acceptable and agreeable to Pakistan…….is that country sincere in such rehabilitation steps and would it reciprocate the move and gesture of India the way latter wants…? We cannot ignore this fact that we are talking of rehabilitation of Kashmiris who went over the years to receive arms training in a number of camps established by Pak government to create disturbance and turbulence in the state. The Pakistan government spent huge money in sponsoring the terrorism besides training these youth and sending them with sophisticated arms. Many of them are still getting training in these camps which exist and operate under the supervision of Pak establishment, notwithstanding its false claims that it is inclined to wipe out acts and means of terror. The point in argument is that even if there are some youth who feel holed up and stranded and want to come back and desperately looking out for 'safe passage', will Pakistan allow these wishes and desires to be fulfilled, no matter India is willing to accept them on certain questions. Will Pak allow that these Kashmiri youth who have gone voluntarily or were misguided , who over the years have received training or are still getting trained under strict vigil of Pak mentors, to go back to their home and 'live as peaceful citizens' as envisaged under this Rehabilitation Policy. Even a naïve would say big 'no'. There are valid and solid reasons for their complete disagreement and non acceptability on that. One that if Pak reciprocates Indian gesture with magnanimity and human face, it will only strengthen the claims of India that Pakistan is running militant camps on its soil for training the Kashmiri youth. Second that this is the only weapon Pakisatn has (Kashmiri youth in its possession ), which they are using desperately to run its 'show' of militancy and violence, the sentiment of which is waning fast, also in Kashmir given the fact that thousands of people lost their lives over the last two decades.
