Police tryst with encounters with criminals is not new in winter capital

Jammu, Nov 26: The Jammu police's tryst with encounters with criminals began in 992 when gangwar was at its peak in the City of Temples. A Sub-Inspector (SI), who was part of an anti-goonda police squad, was also killed under "mysterious" circumstances inside the Bakshi Nagar police station.
Since 1992, several criminals have been killed in police encounters here. Gatha, Gainda, Raju and Kishori were among those who were shot dead by police in such "encounters".
While Gatha and Gainda were involved in several criminal incidents, Kishori was anted in the murder of Pappi financier. Raju, a member of the erstwhile Billoo gang, was killed in a police encounter at Rehari Chungi.
Raju and his accomplices had fired upon their rival Vinay outside the Ambphalla jail. Vinay, who was lodged in the jail in connection with the murder of Billoo's elder brother Kali, had survived unhurt. Several gangs of criminals were active in the city that time. When SM Sahai was appointed SSP, Jammu, SI Sandeep Pal Singh was made part of an anti-goonda squad.
After Sahai's transfer, Sandeep got killed inside the Bakshi Nagar police station under mysterious circumstances. A bullet had pierced through his head.
Several criminals got killed here in gangwars up to 2000 following which police drew a curtain on encounters. The "encounter" killing of Rakesh Giri near Satyam Resorts Sunday last took place after a long time. While police claimed he was killed in exchange of fire, his family alleged he was killed in a staged encounter.
Giri's father Jeet Raj said they would take the assistance of Panthers Party superemo Bhim Singh to move court against police and for filing cases with NHRC and SHRC in this regard. Jeet Raj said suo moto judicial intervention was must in "fake" encounters to put police officers in the dock as "no law gives police any right to kill the alleged criminals". He felt that quality of forces matters more than the number of battalions and personnel.
