Health sector reeling on account of administrative failures
Favoritism ruling roost in appointments on administrative positions in hospitals

Jammu, Nov 27: Though the state government boasts of being number one state in the country in providing primary health facilities to its citizens, but its higher institutes are suffering from mismanagement as technical jobs have been assigned to non technical officials at the Government Medical College.
In Jammu, a doctor who is an assistant surgeon and could not qualify the PSC examination for deputy medical superintendent post has been assigned the job to supervise the functioning of three out of four associated hospitals of GMC, a health official disclosed.
This is just a tip of an iceberg. There are many more examples which prove that posts of Medical Superintendents in majority of the hospitals are occupied by the incompetitive persons at the behest of ministers.
Not only this, the faculties of GMC from where the senior professors are being selected and overburdened with the additional responsibilities also gets affected and the hospitals where they are supposed to supervise the system turns defunct, sources said.
Similar was the appointment of District Tuberculosis Officer (DTO), Jammu Dr Poonam Mahajan. She is MD in Gynecology and Obstetrician and her service was required in hospitals but, instead she was given the position where she is enjoying less work because of the fact that her husband Dr Yashpal Sharma was the then OSD to Health Minister.
Despite being showing dismal picture in health sector, the health minister of the state still boasts of high achievements. In a recent meeting in winter capital of the state health minister claimed that the health department had constructed 32 buildings in different parts of the state, the department had also added 15 more X-ray plants with 104 anesthesia machines and 31 dental units.
Besides, these the minister also said that the department had appointed 188 B-Grade specialists in various discipline and 264 assistant surgeons with 99 ISM doctors and 70 drug inspectors. In addition to all these claims the list is long.
Sources disclosed that many of the administrative posts are filled with some unqualified and unprofessional persons. Some Chief Medical Officers (CMO) who too lack necessary experience are spoiling the health system in the hospitals.
They included CMO Jammu, Dr B R Sharma, CMO Kishtwar, Dr Ajay Gupta, CMO Rajouri, Dr V P Sharma, CMO Ramban, Dr Anil Amla and CMO Udhampur Dr Kuldeep Kesar.

Sources further said that most of these CMOs have been appointed because of alleged nepotism.
