‘Govt adopting step-motherly attitude towards tribal people’

JAMMU Nov 28: All J&K Gaddi Sippi Tribes Welfare Association has condemned the step-motherly and apathetic attitude of the State government towards the underprivileged and downtrodden Gaddi and Sippi tribes of the J&K State.
Addressing media persons here today, Prof B P Singh Chouhan, State president of the Association said that Gaddi and Sippi tribes having low literacy rate and negligible representation in government jobs are the most backward of all the tribes of J&K state and deserve special attention of the State government for their development and upliftment.
He further stated that at present, there are 12 ethnic groups enjoying ST status in J&K State, out of which 8 ST groups viz Balti, Beda , Bot Boto, Brokpa, Changpa, Garra, Mon and Purigpa mostly Ladakh region while remaining 4 ST group viz. Gujjar, Bakerwal, Gaddi and Sippi mostly belong to Jammu Division.
The scheduled tribes of Ladakh division are getting surplus flow of funds for their development through the medium of Ladakh Autonomous Hill Development Council while schemes and policies are framed under tribal plan for the development of Gujjar and Bakerwal by the Gujjar and Bakerwal Advisory Board constituted by state Govt on March 18, 1974 but it is very unfortunate that the reservation rights for the Gaddi and Sippi Tribes within the purview of ST category have not been implemented and the State Govt, has not taken any step for welfare of these tribes due to which about 2.5 lacs population of these tribes in J&K have been languished and dragged behind in all spheres of development.
Prof Chouhan exhorted on the Chief Minister for the establishment of an Advisory Board for Gaddi and Sippi tribes on the pattern of Gujjar and Backward Advisory Board.
Other demands projected before the State government included establishment of hostels for student of Gaddi and Sippi tribes, establishment of the offsite campus of the Indira Gandhi National Tribal University (M.P) at Jammu for promoting higher education among ST's of J&K, recognition of Gaddi language in the 6th schedule of the constitution of J&K, political reservation for ST's at par with SC’s.
