| Harshdev seeks five year tenure for assembly | | | Jammu:
Expressing his deep anguish and pain over the administrative inertia and redtapism that has crept into the education department and crippled its functioning, Harsh Dev Singh, Former Minister of Education and Panther party legislature has said that the negligent and indifferent attitude being displayed by the bureaucrats at the various levels had adversely affected the reformative measures introduced in the department during the last three years and had brought it on the brink of disaster. He said that the lack of interest by the concerned officers had resulted in failure of several schemes besides causing an irreparable loss to various other schemes. Castigating the deptt for sitting over the promotion lists of teachers, he said that about 3000 promotional avenues are available at various levels in the deptt which included teachers , Sr. teachers, Masters, Lecturers,Headmasters,Principals and ZEO’s,besides promotions at the class IV level which required early clearance and disposals.
He further regretted that all those RET’s who had completed five years after Oct 06 were eagerly awaiting their regularization as general line teachers but no attention had been paid in this regard.He further flayed the negligent attitude of the concerned officials in ensuring timely release of NABARD funds for school buildings which had been constructed long time back.
Recounting his achievements ,he said that education had been taken to the remotest corner of the state during the last three years with the opening of more than Eleven thousand educational institutions which included Education Guarantee centres, Primary schools, Middle schools, High Schools, and Degrees. He Further said of 22
New colleges opened in the state during the said period, 12 colleges were established in Jammu region and 10 colleges in Kashmir region. Removal of Pay anomalies of teachers was another landmark .
He further said that he had moved two important Bills in the Assembly,one Pertaining to reduction in the duration of the Assembly from six to five years and other pertaining to fresh delimitation of Assembly with 50 seats each for both Jammu and Kashmir regions and were likely to be taken up for discussion during the ensuing session of the Assembly.
