SAC soon to get chairman; 2 names shortlisted

Jammu, Nov 30: JAMMU, Nov 30: The state government has made the State Accountability Commission (SAC) to bring in accountability in the public life and administration. But State Accountability Commission is headless since 2008 brushing aside the very basic of its formation.
However, the government was claiming that it has speeded up the process of appointing the chairman of the Accountability Commission, an anti-graft body, and short listed two people for the post of its chairman.
It is pertinent to mention here that the post of the chairman has been vacant since over two years, mainly because of the disturbances in the Kashmir Valley, particularly after the Amarnath land row in 2008.
The Accountability Commission was set up in 2003. Its first chairman was Justice RP Sethi, a retired Supreme Court judge, but he resigned in 2006 after allegations of his son's involvement in a sex scandal. There were interim arrangements but since 2008 the commission was without a chairman.
"Chief Minister Omar Abdullah has discussed the matter with Governor NN Vohra and soon an announcement is expected to be made," a highly placed source said adding “It will happen soon after the Chief Minister returns from Delhi".
It is pertinent to mention here that State Accountability Commission has been constituted under Jammu and Kashmir Accountability Commission Act, 2002 to inquire into grievances and allegations against public functionaries and for matter connected therewith.
The Commission consists of a chairperson and two members.
At present, the Commission is without chairperson or any member. The process of filling up the vacancies in the Commission was initiated but the Chief Justice of the State High Court expressed his inability to be part of any deliberation or decision as he was transferred from this state.
As per statement till ending February 2010 the Commission had received about 1974 complaints out of the only 1702 were decided and 272 complaints are still pending.
