Militants trying to resurface in Srinagar city

That militants have started knocking the doors of the city of Srinagar is no longer a secret after three militants were killed in an encounter with the police at Qamarwari in the interior of the summer capital of the state on Monday.In the encounter one head constable lost his life.A few days ago four militants,suspected to belong to the dreaded Lashkar-i-Toiba,were arrested at Batamaloo,not far away from the civil secretariat and Legislatature complexes.These two incidents hold a message for the security forces.The message is clear and loud imlpying that the security forces cannot afford to lower their guard in the city which earlier they had claimed had been sanitised against militants.These two events call for intensifying counter insurgency operations and in upgrading the intelligence network.If the police were able to eliminate three militants at Qamarwari and arrest four militants at Batamaloo it was the result of inputs given by some civilians
who had spotted the movement of these rebels.The information about the presence of militants had not been developed by intelligence sleuths on the basis of their exercise.Hence these intelligence agencies need to increase the number of their field sources that could feed them with regular information about the plans,hideouts and movement of militants.
The two events hold a bigger message for the state and the central
Governments.These two Governments plan to withdraw the Disturbed Areas Act and repeal the AFSPA from the city of Srinagar.Had it been left to the National Conference led Governmen the AFSPA would have been withdrawan from the cities of Srinagar and Jammu besides the districts of Budgam,Samba,Kathua.What delayed the repeal of the AFSPA and the Disturbed Areas Act was the stiff opposition from the senior functionaries of the Army and the paramilitary forces.Monday's incident and the one related to the arrest of four militants at Batamaloo indicate that militants have resurfaced in the city of Srinagar after an impression had gone round that the state's summer capital had been freed from the hold of Pakistan trained rebels.These militants have started regrouping in the city of Srinagar in order to buttress the hands of those who have been behind the ongoing civilian strife that took roots in Kashmir since June 11 when one youth was killed in police
firing.In the strife about 111 people have been killed in the firing opened by the security forces in various areas of the valley.
And those who think of keeping the Srinagar district out of the purview of the AFSPA and the Distrubed Areas Act will be doing great dissesrvice to the interests of people and to the security and integrity of Jammu and Kashmir.Once militants were able or allowed to raise their head in Srinagar it could encourage them to intensify their operations against the security forces and against the politicians.It is an old rule.Militants gaining the upper hand in the state's capital quickly spread the menace of terrorism to other areas of the state.If the civilian strife took roots in Srinagar first it spread like wild fire to other areas of the valley.Similarly resurfacing of militants in Srinagar could ring alarm bells for the Government in other areas of the state.Yes,increase in the level of infiltration from across the LOC is one of the factors responsible for militants to carve out their bases in Srinagar city.Agencies across the
border want
militants to carry out their anti-Government operations in the summer capital of the state so that it could dispel an impression having gone round that militancy related activities and violence in Kashmir had nose dived.
