‘ Advisory Boards converted into rehab centres’
12/1/2010 9:53:36 PM
EARLY TIMES REPORT
JAMMU DEC 01:. NPP MLA and its working chairman Harsh Dev Singh today denounced and admonished the ruling coalition for the highly arbitrary and politically motivated constitution of Advisory Boards for 'Gujjar Bakarwals', 'Kissans', 'OBC', 'Scheduled castes' and "Paharis".
He said that nomination of 40 members to each of the aforesaid Boards has been made as per the whims and prejudices of the alliance partners without following any norms, procedure or criteria. He said that the political workers of the coalition partners have been nominated to the said boards in the most despotic, clandestine and peremptory manner throwing all norms to the winds.
Accusing the govt. for politicization of the Advisory Boards, Harsh Dev Singh alleged Govt's. total disregard for the principles of accountability and fair play. He observed that the advisory Boards have been converted by the Govt. into rehabilitation centers. He said the government . has used the said forums to provide jobs to the disgruntled political workers at public expense. He said that it was scandalous that public exchequer was being made to pay for the political weaknesses of Coalition partners.
Singh further pointed out that not only were the nominations made on political lines but the government had also ignored persons of eminence who had made valuable contributions in their respective fields. He said there were several farmers who had won 'national awards' and "President's Medals" for their contribution in the field of farming and agriculture but they were altogether ignored and people with no knowledge of agriculture were nominated to "Kissan" welfare Advisory Board. He said the same was the case with Gujjar Bakarwal Advisory Board besides others.
Contesting the authority of the govt. in abusing the process of nominations. Singh called for a review of the entire process. He said such nominations would not withstand the test of judicial scrutiny as they were made in the most irrational and imperious manner. He demanded their dissolution in view of their highly irregular and unconstitutional composition.
