'Accommodating' Cong demand, one more member from party in panel | Cabinet Sub Committee on Centre-state ties | | Early Times Report
JAMMU, Dec 1: In what can be seen as the balancing act of accommodating its alliance partner Congress in the vital Cabinet Sub Committee on Centre -State relations, Omar Abdullah led coalition government has added one more member from the major ally, which was approved formally in the Cabinet meeting held here today. Revenue Minister Raman Bhalla has been included in the Cabinet Sub Committee which had earlier only five members on board.. With Bhalla's induction in the high level panel, it has now become six member panel, with four Congress Cabinet ministers and three NC ministers. Finance Minister AR Rather , however remains the chairman of the panel which has been framed to discuss the Justice Saghir Ahmad Report on Prime Minister's Working Group. While the cabinet which met this evening in the civil secretariat had no important agenda to take up, this was the only matter which dominated the discussion in the meeting which lasted in less than 30 minutes, sources said. While approving this change in the composition of the committee, the cabinet also made a change in the hitherto applied terms of reference in so far as the Nodal agency for the panel is concerned. While earlier the task was sought to be carried out by the General Administration Department (GAD), now it has been assigned to the Law Department, in context that since operative part of the functioning of this panel has to deal largely with the legal matters, it should be taken care by the Law Department. While the government has ensured change in the panel, the interesting part remains the panel which was set up nearly two months back has not met till date. The Cabinet Sub Committee was constituted in the month of October and since the stipulated period fixed for submitting its report has been fixed as three months, the deadline expires on January 11, 2011. However, in all likelihood, the period for submitting report will be extended, sources said, adding since the matter is loaded with political complexities, it is not an easy task for the panel to prepared the report so soon, mainly in context of Congress compulsions in agreeing to what Justice Saghir Ahmad has recommended in his report. Apart from AR Rather as its chairman, the other members of the cabinet sub committee include Ali Mohammad Sagar and Qamar Ali AKhoon from NC, Taj Mohi-u-Din, Rigzin Jora, Sham Lal and now Raman Bhalla from Congress. Vital to mention here is the fact that it is this politically sensitive Working which took over two years in submitting its report. Justice Saghir Ahamd who was the chairman of the Working Group on Centre- state relations vis-à-vis J&K as a special state, held few meetings with representatives from all political parties, members from ethnic communities and other groups from all the three regions of the state to know their view point. While diverse opinions and viewpoints emerged and dominated the proceedings of almost all the meetings, based on the arguments of NC veterans, the panel has its thrust point on the issue of Autonomy for the state, a political slogan and demand of the ruling NC. Justice Saghir Ahmad submitted his report to the Centre recently following which the latter asked the State government to give its comments. It was in the backdrop of this development that state government constituted this Committee to study the report and have its comments to be finally given to the Union government. |
