EARLY TIMES REPORT
JAMMU, Dec 7: s a result of delay on the part of the central Government in granting sanction to several projects related to the development of irrigation facilities in Jammu and Kashmir have been stalled for a number of years.
Official sources confirmed that the concerned state authorities failed to pursue the matter with the central Government with the result sanction from the Government of India had been delayed thereby affecting the state Government's plan of enhancing the irrigation facilities.
Sources said that the state Government has finalised an ambitious programme of creating additional irrigation potential by taking up new projects and modernising the existing ones.
Under this very plan the Rajpura lift irrigation scheme has already been commissioned at a cost of Rs.63 crores.
Two major irrigation schemes costing Rs 220.70 crores have been submitted to the centre for approval and for funding.
Other projects submitted to the Government of India for financial assistance include construction of Rs 25 crore Weir on the river Tawi for augmenting water in the Ranbir canal.
In addition to this a Rs 2200 crore flood management project for the river Jehlum too has been submitted to the centre for financial assistance.
Sources said that over the years the successive state Governments have not been in a position to earmark sizeable amount of funds for the development of irrigation and flood control schemes.
The result is that farmers in various areas of the state have to bank on rain as the areas had not been under the irrigation system.
According to these sources, continued dependence of the state on the import of food grains was the result of poor irrigation facilities.
And wherever these facilities existed crop damage owing to floods has not be controlled because of meager flood control schemes.
Reports said that the National Conference led Government has decided to lay emphasis on the development of irrigation facilities and flood control measures so that crop production was increased within the state.
