Jammu/Dec 9
The era of encounters back in Jammu after 19 years. In 1991 police allegedly hired some anti social elements to sweep their counterparts and when the game was over the tools were also eliminated by police itself. The only difference that lies between past and present
encounters is that earlier police supported the goons to hold encounters with anti social elements and now police itself believe in the elimination game theory, at least Giri encounter revealed the
fact. Further, the anti social elements that were killed earlier have been replaced by their off springs. At least Sunny Baba who is absconding is the right example. Sunny Baba‘s father Baba Choudhry was got killed by police in Nai Basti at the hands of Puppy-Reyaz group in
1991.
In 1991 when Mr Langoo was SSP Jammu, Parvez Deewan was DC Jammu and Dr Ashok Bhan was DIG Jammu-Kathua range, various anti social elements were killed in encounters that were staged in and outskirts of Jammu city. To eliminate anti social elements, police allegedly supported Puppy of Simble Camp and Reyaz Ahmed of Jullaka Mohalla. Both, at theinstance of police held various encounters and killed their counterparts including, Baba Choudhary, Raju Jatkai, Fintu and Raj Kumar Sharma @ Raju Kabuterbaaz of Mastgarh and many more. Raju
Kabutarbaz however, was educated, belonged to a well off family and carried a reputation in old Jammu city. He gave strong resistance to Kaka Hussain-Raiz group which had come into limelight after the murder of Binny who probably was the first don of Jammu city. Later, Raiz too
was killed by police team headed by Sub-Inspector Giyan Chand Sharma inside the residential house located at the back side of Apsra theatre
and Puppy went underground before being eliminated by Punjab police few years later. While as Kaka Hussain a top most criminal is still absconding in police record and reportedly he is in Pakistan. By the end of the 1993 Mr Langoo was disappear from the stage and till date
hardly any body knows where he is.
With the passage of time modernization and politics looms large on the part of police, yet, present encounter of Giri revealed the fact. To follow the old tactics, police is lifting the anti social elements on the pretext of being “Supari Killers” allegedly supari taken from Nagar Singh @ Nagoo who is lodged in highly fortified Kot-Bhalwal Jail. Police itself has made Nagar Singh a hero who can run the show sitting inside one of the most safest jail of the state to eliminate
the Dipinder Kaur and her family members who are witnesses of Amandeep murder case. Though, to prove the allegations of Supari police is still clue less but in the alleged police theory the ultimate gainer is an eyewitness of Amandeep murder case whose police protection is
equated to SSP and loser is Nagar Singh alias Nagoo on whom more FIRs are likely. Earlier the motive of police was to eliminate unwanted from the society but motive behind today’s encounter is dubious that is why no senior officers is ready to comment on the subject.
