Panchayati Raj Institutions need empowerment

JAMMU, Dec 6: Panchayat elections are just to be held in J&K state in the month of January and the tangible steps to introduce three tiers system is to be taken for empowering the Panchayats for their involvement on wholesome basis in the entire development process.
The 73rd amendment that came into force in the year 1993 laid out constitutional provisions for formalizing Panchayats as institutions of local governance at the district, block and village level in India. Halqa Panchayat is the village level unit in the three tire structure of Panchayat system.
In this, all Sarpanches would collectively constitute the Block Development Council (BDC). The chairperson of the BDC would be elected by all the Sarpanches and Panches of that block. The Block Development Officer (BDO) would act as secretary of the BDC. Similarly, all the Block Chairpersons would together constitute the District Planning and
Development Board (DPDB). In addition to the Block Chairpersons, the DPDB would have MPs, MLAs, MLCs and chairpersons of Municipalities/Notified Area Committees as members. The chairperson of the DPDB would be nominated by the State Govt. from amongst its members. The Deputy Commissioner of the District would be the Chief Executive Officer (CEO) of DPDB.
J&K Panchayati Raj Act 1989 was brought in place by which three tier Panchayati Raj system at Halqa, Block and District level, was prescribed as a step forward for de-centralisation of the planning process and carrying out various developmental activities for rural upliftment through participatory management process.
Despite all the facts regarding the development in rural areas, government is not working satisfactorily. Development in rural areas is lacking behind due to the lack of three tier system in Panchayat Raj. Tenure of Panchayati Raj Institution was completed in the year 2007 and after that development work in rural areas is almost at stagnant position from the last three years.
