Extend 73rd and 74th constitutional amendments to JK: BJP
NC, Cong inflicting wrongs on democracy: Gupta

Jammu, Dec 11: Pleading for extension of 73rd and 74th Amendments of the Indian Constitution to the State, the leader of the BJP Legislators Party, Prof. Chaman Lal Gupta has charged the Congress of acting as second fiddle to the semi-separatist and despotic National Conference which is playing foul in their designs to make a mockery of the Panchayats, Local Bodies and even the Co-operatives.

Sharply reacting over the partial amendment in the little useful Panchayati Raj Act of 1989 of this State by the Cabinet in their yesterday meeting, Prof. Gupta said that even after four years now in the public commitment at Udhampur by the Prime Minister, Dr. Manmohan Singh about the extension of 73rd and 74th Amendments to empower the Panchayats and Local Bodies, and about two years ago almost similar assurance was included in the Address to both the Houses of State Legislature by the Governor, Shri N N Vohra, little practical has come out so far although there is much talking by the Chief Minister and other ruling leaders that there would be early elections to the Panchayats and local bodies for devolution of powers.

Instead of taking any practical step towards empowerment of these basic democracies in the State, in August last year a 13 member so-called Export Committee was set up. In this Committee no legislator of the BJP nor of those parties was included who stand for extension of the 73rd and 74th Amendments of the Indian Constitution to Jammu and Kashmir also. What this Government Committee has done during the past over fifteen months, it is also anybody’s guess, he added.

Dragging their feet even in empowering the basic democracies, the BJP leader questioned the sincerity of the ruling junta and said that if the Indian laws can be good for 120 crores of other Indians including 20 crore Muslims, how can be these harmful for some lakh of Kashmiris but for narrow parochial outlook of the National Conference and other such like outfits.

Lashing against the Congress-NC Coalition, Prof. Gupta alleged that while the National Conference is carrying on their separatist agenda to distance this State from rest of the country, the Congress seems to be having the sole interest of saving their power sharing even at the cost of the interests of the people and that of the country as a whole.

He said that how these two dynastic parties viz the Congress and the National Conference have made a mockery of the democratic values and depriving the people to enjoy the fruits of a democracy, can be judged from the fact, not to say of ensuring fairness in the delimitation of Lok Sabha and Assembly Constituencies in this State, there were manipulations even in the carving out the Panchayat Halqas.

In this regard, the BJP leader pointed that Jammu is having over 600 more villages and almost double the geographical area than that of Kashmir Valley but still Jammu has been comparatively given lesser number of Panchayats, and thus, depriving Jammuites of due funding even from the Centre.

He recalled that since independence of the country both the Congress and the National Conference ruled this State in one from or the other but the elections to Panchayats and Local Bodies were held only four times, and that too in a hush hush manner whereas in the rest of the country these were conducted 12 to 13 times.

Prof. Gupta observed that both these dynastic parties have been inflicting wrongs to the democratic process and their wrongs are being exploited by Pakistan and elements hostile to the country. For their misdeeds the people of Jammu and Kashmir are suffering and the entire country is paying a heavy price for it. The right thinking people should take note of the real perpetrators of the cause of the malady.
