Washington told about Pak support to infiltration

If the WikiLeaks disclosures are to be believed India has been conveying to the US Government its inability to upgrade the level of talks with Islamabad for resolving problems bilaterally in which over 166 people were killed and over 300 wounded. Even the former Army Chief, Deepak Kapoor, is said to have told senior US Government functionaries that purposeful talks could not be initiated with Islamabad following Pakistan Government's inadequate measures for dismantling terror infrastructure. In this connection India has conveyed to Washington that more than 43 arms training camps exist across the LOC out of which 22 existed in occupied Kashmir. Washington had also been told that some of the training camps for terrorist had been shut by Islamabad soon after the terror strike in America but during the last two years these camps had been reopened. Kapoor, reports said, had, in the presence of the Defence Minister, A.K. Antony, told senior US Government functionaries that Pakistani official and non official agencies continued to assist militants in infiltrating into Jammu and Kashmir. He even told the US officials that when "we have been able to catch these infiltrators why cannot the Pakistani Army stop them from entering into Jammu and Kashmir." India's unwillingness for upgrading the level of dialogue with Pakistan has already been conveyed to Washington after the US Government continued to pressurise New Delhi on the need for resuming talks with Islamabad. Washington treated Kashmir as a regional issue and hence required resolution through the process of dialogue between Delhi and Islamabad. But New Delhi has reservations because besides allowing freedom to those involved in the terror strike in Mumbai Islamabad had taken hardly any step for halting infiltration. And during the last one year there has been increase in the rate of ceasefire violations on the border. Washington has been told that these violations were bring committed simply to carve out safe passage for the infiltrators. New Delhi has not hesitated in conveying to Washington its fears on the misuse of the American military aid to Pakistan. As per the WikiLeaks disclosure the Indian officials conveyed to Washington their fears that the American weapons and other equipments given to Pakistan for carrying out operations against terrorists could pass into the hands of militants engaged in kicking up subversive violence in Jammu and Kashmir. Though Washington assured the Indian officials that it would take up the matter with Islamabad but so far there has been no progress. On a couple of occasions Washington had suggested to New Delhi to raise these issues with Islamabad but the Indian authorities told the US officials that Pakistan usually adopted a denial mode, telling New Delhi that the establishment in Islamabad had no role in allowing the soil of Pakistan being used for exporting terror to India. Indications are that Washington does not seem to be in a position to dictate terms to Islamabad. Two factors are responsible for it. First, Washington needs support from Pakistan for the American war against terror in Afghanistan and in the Pakistan-Afghanistan border belt. Hence Washington cannot afford to annoy Islamabad by mounting pressure on it so that it initiated adequate measures for dismantling terror infrastructure. Secondly, growing cooperation between Beijing and Islamabad has forced Washington to adopt a cautious policy towards Pakistan.
