Energy Conservation Act yet to be implemented effectively | | | EARLY TIMES REPORT JAMMU, Dec 14: To overcome the shortage of electricity in the state, the government of India has made Energy Conservation Act. Energy conservation means using less energy and avoiding excessive or wasteful uses. But this act is not implemented in letter and spirit in the state. Today is Energy Conservation Day and the concerned department is doing nothing to conserve the energy in an effective way. This acts is meant for considering the vast potential of energy savings and benefits of energy efficiency, the Government of India enacted the Energy Conservation Act, 2001 (52 of 2001). The Act provides for the legal framework, institutional arrangement and a regulatory mechanism at the central and state level to embark upon energy efficiency drive in the country. The Energy Conservation Act 2001 is implemented by the Bureau of Energy Efficiency (BEE), a statutory body under Government of India. The act envisages creation of cadre of professionally qualified energy managers and auditors with expertise in energy management, project management, financing and implementation of energy efficiency projects, as well as policy analysis. But all acts seems to be for records only and nothing has been done in practical. A rule has also passed by the state government that no government servant should be given salaries unless the employee clears the electricity dues. Sources said it is seen that mostly in the government offices and in quarters the electronic meter is not installed here to check the electricity bills. Also in police stations there are no meters and there is bill is pending from last many years.
