| HC passes additional directions for improving health services | | | Srinagar, November 6-High Court of Jammu and Kashmir with Chief Justice Mr. Justice B.A. Khan and Mr. Justice Basher A. Kirmani in coram in PIL titled G.M Khan Vs State and others has passed additional directions which read as under: “The Public Service Commission through its Secretary present in the court is directed to complete the selection process against 224 vacant posts of Assistant Surgeons claimed to have been initiated already, by 15th February, 2007 and furnish an undertaking to that effect during week. Director Health Services, Kashmir who has acknowledged having received instructions of the government for sparing requisite staff for augmentation of staff deficiency in Drug Control Organization is directed to assure provision of requisite staff to the Drug Controller alongwith a vehicle within two weeks from now for which concerned Drug Controller shall project his demand/requisition before the concerned Director, and Director, Health Services, Jammu. The Deputy Commissioners of all districts of State who have not filed their status/ compliance reports in terms of previous orders are directed to do the same before the matter comes up next on board with advance copy thereof to court counsel. Any further failure in this behalf would be viewed seriously and concerned officer made personally liable for default. Similarly all the SSPs who have yet to file their compliance/status reports shall do the same with advance copy to court counsel before the matter comes up next on board, failing which they shall be personally responsible for the default in furnishing requisite reports and consequent delay if any in implementation of the court orders. The Vigilance Organization shall also furnish an up to date status report regarding check/ inspections conducted by them for assuring compliance of the directions passed by this court regarding closure of unregistered health clinics etc., and medical stores. They alongwith administration of all districts shall also render all requisite assistance to health department and Drug Control Organization for affective implementation of the court directions. We are also informed that some of the doctors covered by ban order on private practice are clandestinely undertaking such practice which besides being unethical is a clear violation of court directions also. Their respective controlling officers are directed to furnish particulars of such doctors to this court for appropriate action in terms orders already passed in the matter.”
