CM attributes delay to CBI’s over occupation

JAMMU, Nov 6 : Endorsing the decision of state cabinet of a CBI probe into Trikuta Nagar blind murders, Chief Minister Ghulam Nabi Azad, however, attributed the delay to pre-occupation of the premiere investigating agency, which has been investigating several cases with existing manpower and infrastructure.
However, it has been reliably learnt that CBI, already probing Srinagar sex scandal from Jammu and Kashmir, has expressed its inability to take up the case.
Fielding media queries after Durbar Move offices reopened here this morning, Azad said, “Though the state cabinet has already decided to hand over the case to CBI but latter too has some constraints.”
“CBI is not a state agency that would immediately take up the investigations as and when desired by the state. It’s an investigating agency of national repute having several cases to probe that too with limited manpower and infrastructure”, added Azad.
He said, “CBI is not sitting idle, so to expect a prompt response from it would be a hypothetical thing.”
On the failure of Jammu police, Chief Minister, however evaded a direct reply.
Sources in the State Home Department said, “After an official notification was sent to the Department of Personnel and Training at New Delhi in the wake of state cabinet decision in Srinagar on Sept 21, the government has sent another reminder requesting Union Home Ministry to direct the CBI for taking over investigations from Jammu police.”
However, CBI, already investigating Srinagar sex scandal, has expressed its inability to take up the case citing pre-occupation with other cases and limited manpower as two major reasons, said sources.
Sources added, though Department of Personnel and Training has yet to contact CBI Director Vijay Shankar but the investigating agency has already showed its disinterest in Chopra murder case.
A CBI official from New Delhi told a local news agency, “Already over-stretched with a number of cases with existing manpower and limited infrastructure, CBI takes up cases of alarming nature.
“Probing murder cases are generally the prerogative of state police and not the CBI”, he maintained.
He said, “CBI usually takes up cases where interests of the country are threatened by the act of anti-social elements and where there is involvement of huge amount of public money running into crores or rupees.”
Sources here in the CBI said that they as of now have received no word from their counterparts in New Delhi.
Exactly 50 days on when cement baron Raju Chopra, his wife Madhu, their daughter Saloni and two other domestic helps were bludgeoned to death during the intervening night of September 17 and 18, the 21-member Special Investigating Team (SIT) of Jammu police has failed to achieve any breakthrough into the case.
Since the crime surfaced on September 18 morning, SIT has questioned nearly 225 suspects including friends, business partners and relatives of the deceased.
During the course of investigations SIT trained its guns on some criminals including one having militancy background besides questioning a prominent contractor enjoying strong political background.
Even son of a cabinet minister came under police scanner but nothing substantial was found in the blind murder case which rocked the state on September 18 morning when it came to light.
Police sources said, hasty decision of the state cabinet to hand over the case to CBI that too when Chief Minister Ghulam Nabi Azad was away in London besides suspension of the then SHO Trikuta Nagar Rafiq Manhas and attachment of the then SP City South Sheikh Mehmood also made police a demoralized lot.
It may be mentioned here that barely three days when crime surfaced on Sept 18, state cabinet on Sept 21 took the decision of CBI investigations.
