Consensus eludes on 73rd, 74th amendments | Coordination panel moots sub committee to make comparative study of laws | | Early Times Report Jammu: As the consensus eludes on incorporating the 73rd and 74th amendments of Indian constitution in J&K, the Coordination Committee of ruling allies National Conference and Congress today proposed to set up a sub committee which would examine the entire issue of applicability of the amendments by making a comparative study of Central Act and state Panchayati Raj Act. The Sub Committee to be constituted by the Coordination panel will submit its report within a month. This remained the core issue of the matters in the agenda that was taken up for today’s meeting by the panel. Sources said even as Congress which has already been insisting on incorporating these amendments in the state to empower the Panchayats, NC is still showing reluctance as a result of which the suggestion emerged that a sub committee be set up to study the both laws and implications of applicability of the amendments. The suggestion primarily came forth from the NC leader and Finance Minister AR Rather who laid thrust on need for examining applicability, sources said adding that it was later agreed in principle by members of both of the parties.The majority view in the party about Panchayat polls was it should be held on non party basis and the panel would make formal recommendation to the government on this matter. One more important matter that was mutually accepted and agreed to by both the allies was the creation of sub boards or committees at the district level of the five Boards of various communities set up at the state level by the government. This proposal which was approved by the panel initially came forth from the Congress, sources said. The panel also discussed the controversies that were raked up recently in the wake of statements from leaders of both the allies- Health Minister Sham Lal Sharma and NC MLC Dr Mustafa Kamal in particular. It was mutually agreed that such statements needed to be avoided which become cause of friction between the two partners. Later speaking to media, PCC chief said that panel was of the view that statements on any vital issue should be treated as the stand of the party only if these come from either CM Omar Abdullah or Dr Farooq Abdullah. Likewise the statement made by Sham Lal did not carry any weight in the wake of the speech and assertion made by Prof Soz himself later at the Bani rally. The panel also discussed the issue of Centaur Hotel in Srinagar, which was taken up by the J&K PCC chief Prof Saif-u-Din- Soz. He disclosed in the meeting that he has already taken up the matter with Civil Aviation ministry. In order to save the employees from losing the jobs in the event of its closure, the PCC chief said it has been conveyed to him that state government was ready to take over the Hotel. However, he said the Chief Minister Omar Abdullah should write a formal letter to the Union ministry in this regard. The Coordination Committee, highest forum of coalition partners for sorting out and settling the issues vital to the functioning of the government and for ensuring smooth ties, finally met here this evening after a long gap. The Abdullahas, both Chief Minister Omar Abdullah as well as Union Minister Dr Farooq did not attend the meeting, though they are the main members to represent NC in the panel. NC was represented today by Finance Minister AR Rather, Industries Minister SS Salalthia and Choudhary Ramzan senior leader and MLA of the party. The meeting was held under the chairmanship of PCC chief Prof Saif-u-Din Soz while as Deputy Chief Minister Tara Chand and senior leader Pandit Mangat Ram Sharma were the members from the Congress who attended the meeting today.
