Mismanagement, irregularities alleged in NREGA at Chadoora | | | EARLY TIMES REPORT JAMMU, Dec 17:A survey by the state RTI Movement reveals mismanagement and gross iregularities in national rural employment guarantee scheme (NREGA) at Wagam in Chadoora block of Budgam. The RTI Movement today conducted a public hearing at Wagam to ensure whether NREGA was being implemented or not, according to sources. "We had received complaints from local RTI activists that some officials of rural development department (RDD) and political workers are involved in corrupt practices with regard to the implementation of NREGA in Chadoora block, especially at Wagam and its adjoining villages," the sources added. Though the NREGA website (www.nrega.nic.in) showed that 132 social audit camps and 180 gram sabhas were held in different Budgam villages, people expressed ignorance about any such activity in the area. At Wagam, majority people were not provided job cards under NREGA till date. Most of them were provided job cards yesterday when the RDD officials came to know that some people were going to conduct public hearing in the village. The officials had made 'work done' entries only yesterday in scores of job cards which was evident from the fact that same blue gel pen was used to make the entries in them. In addition to this, not a single woman was provided job card. Tools used during work such as spades, axes, etc too had not been provided by RDD officials which was mandatory. Sources said the officials had not made pro-active disclosure of works done under NREGA at prominent places in the villages which was a binding under the Act. "When we spoke to some of the local youth who were provided jobs under NREGA, they had a different story to tell," the sources added. Sajad Ahmad Rather, son of Mohammad Yousuf Rather of Wagam, had applied for a job card two years back. He got it yesterday when RDD officials came to know that RTI Movement activists and villagers were holding a public hearing in the village, sources claimed. Though Sajad's job card revealed that he had worked for 68 days under NREGA, he said he only worked for 40 days and got a payment of Rs 4,400 through J&K Bank in this regard. In another case of alleged irregularity, Wagam's Bashir Ahmed Dar and his son Fayaz Ahmad Dar worked for 105 days but they only got a payment for 33 days, ie Rs 3,300. As per the NREGA website, about 30 Wagam people, who worked on a local irrigation canal -- Parin Kul -- in April 2010, had been given payment. "When contacted, most of these people alleged that they had received no payment," sources said. The RTI Movement activists have appealed to the deputy commissioner, Budgam, to cooperate with them so that a massive social audit for NREGA works in all the blocks of Budgam district was done. "Our intention is to ensure accountability and transparency in the implementation of NREGA and other centrally sponsored schemes," they added. The RTI activists, who coordinated the programme, included Shahnawaz Sultan, Zahoor Ahmad and Mohammed Ramzan Gurezi.
