Jammu & Kashmir government "inefficient" & "insensitive", Says Padgaonkar | | | NEHA ET REPORT JAMMU, Dec 17: In the second week of October, the Cabinet Committee on Security (CCS), headed by Prime Minister Manmohan Singh, denounced the Omar Abdullah-led government in downright language. It, among other things, virtually said: the prevailing unrest in the Kashmir Valley was the immediate fall-out of the "governance deficit" and "trust deficit." It was perhaps for the first time after 1947 that the Union Government had castigated any of the state governments using such a language. Had there been another Chief Minister in Jammu and Kashmir, he would have resigned in no time. For, what the CCS had said was nothing but an expression of no-confidence in Omar Abdullah. But he did not put in his papers. Instead, he decided to continue to cling on to the post. His decision to swallow the humiliation and open censure made it quite clear that the Chief Minister cared more power than for his self-respect. But this was true of Sheikh Abdullah and Farooq Abdullah as well. They did compromise their self-respect in order to enjoy the loaves and fishes of office. And, now the chief interlocutor Dilip Padgaonkar has denounced the Omar Abdullah-led government. He has dismissed with contempt his government as "inefficient" and insensitive." Actually, Padgaonker took on Omar Abdullah while talking to leading journalist Saeed Naqvi yesterday night during the discussion on Jammu and Kashmir. The discussion was organized by a private news channel, News X, on the eve of the interlocutors' third visit to the state. What Padgaonkar told Naqvi was nothing but a blistering attack on Omar Abdullah and his style of functioning and what he said needs to be referred to here to make the point. He, among other things, said that there are instances and instances that indicate glaring "discrepancies between the promises made to the people and the actual practice", that "not even 30 per cent of the Rs. 6,000 crore plan allocations to Jammu and Kashmir by the Central Government have been used as the financial years draws closer" and that the "Kashmiri Pandits, who migrated out of the Kashmir Valley (in 1990) are being fooled by political parties." He did not completely endorse the view that their migration was "facilitated by the then Governor Jagmohan." His expressed the view the "extremists were also responsible for the exodus of Kashmiri Hindus from the Valley. Why did he hold Jagmohan partially responsible is a riddle! Everyone knows that the miniscule minority of the Kashmiri Hindus had to quit their homes and hearths to escape persecution and physical liquidation at the hands of the Kashmiri extremists and protagonists of the two-nation theory. Anyway, the issue under scrutiny is not the circumstances under which the Kashmiri Hindus had to migrate out of the Valley to become refugees in their own motherland. The issue under scrutiny is the scathing attack of Dilip Padgaonker on Chief Minister Omar Abdullah and what he calls his "inefficient" and "insensitive" government. His open charge that the Omar Abdullah-led government is "insensitive" indicates many things. First, he is not happy with the conduct of Omar Abdullah. Secondly, he has virtually come to the conclusion that the Chief Minister is just incompetent and that he doesn't know how to administer such a difficult and sensitive state as Jammu and Kashmir. And, thirdly, all the efforts of the Union Government to conciliate the people of Kashmir by redressing their day-to-day problems have gone down the drain because of the Omar Abdullah's inapt handling.
