Governance deficit!
Is CM misusing his official position?

Jammu,Dec 18: The five-month agitation that claimed 114 lives has apparently ended but quality of governance has not improved. `Trust deficit' and `governance deficit' have not been addressed the surveys of India Today and other NGOs notwithstanding. Even the leader of the nominated interlocutors on Jammu Kashmir, Dileep Padgoanker has voiced this concern. He said the government of Jammu Kashmir was inefficient.
CM raised hopes by taking some right decisions immediately after assuming office of the Chief Minister two years ago. He took a Munshi in Gandhi Nagar police station to task for "misusing his official position." He also ordered a probe into killing of a mentally retarded person who got killed in mysterious circumstances outside his Gupkar residence in the summer capital. But two years down the line, Omar has been accused of misusing the powers vested in him by the constitution.
In a democracy, the person heading the government is subject to criticism. In fact, democracy requires a democratically elected government to welcome healthy criticism. A democrat cannot and should not resort to overt and covert means to silence dissent.
The gag started with a total ban on SMS service. This was followed by a ban on local news channels operating from the summer capital. The ban has not been lifted to this day. Did it help the government? Concerned people say no.
The solution to the problems of the state lies in strengthening the democratic institutions especially the fourth estate. But statistics force one to equate Omar regime to the era when people were tortured for listening to a particular radio station. In the past eleven months fifteen attacks on the media convey that Omar is not ready to listen what people want him to hear. The attacks (above mentioned) do not include police action against Early Times Newspaper in July for publishing news circulated by the police. The statistics also make no mention of harassing down of business establishments owned by an editor of widely circulated English daily.
