Perks are good, but they need terms of reference | What are interlocutors up to? | | Early Times Report Jammu, Dec 19: New Delhi’s nominated interlocutors on Jammu Kashmir will get a monthly salary of Rs 1.50 lakh each and the executive assistants appointed by them shall get Rs 40,000 every month. In addition, the interlocutors shall be treated as state guests during their visits to the state. This was stated by the Union Home Minister in reply to a petition filed under RTI Act by one SC Agarwal. The perks are enough to keep them in good humor. But what they need most has not been given to them yet. They are operating without terms of reference. Do they know what they are up to? During their first visit to Valley, the interlocutors took a plunge into troubled waters. They even expressed willingness to consider Azadi for Jammu Kashmir as an option. Their leader, Dileep Padgaonker even urged the Kashmir University students to prepare a roadmap for Azadi (Freedom). Their ‘daring adventures’ evoked a harsh comment from the Union Home Minister. “They must bear in mind that they are not there to play a cricket match”, he said. The Home Minister knew that the interlocutors were and are still without terms of reference. Political circles believe such a serious lapse may cause miscarriage of the process before it actually takes off. The problem is that the most important quarters in Kashmir do not give a damn to the process started by New Delhi by appointing interlocutors. Syed Ali Geelani does not want to talk to them. Other leaders also seem in no mood to meet them. “What is the fun of meeting them? Unless we know what they are up to, we are not ready to waste our time”, said an activist. Some quarters accuse New Delhi of buying time. “They (interlocutors) have been functioning without terms of reference for the past two months. This reflects seriousness of New Delhi’s viz-a-Viz the process”, they said. Their appointment has been equated with the constitution of State Human Rights Commission (SHRC) which has been operating without any powers since 1997. “Interlocutors are appointed and commissions are constituted to ensure post retirement rehabilitation of the favourites”, said Parvez Imroz, a human rights defender. |
