Sonia's advice may lead to resumption of dialogue with separatists

Jammu, Dec 20: Following Sunday's announcement by the UPA Chief and Congress President, Sonia Gandhi that the doors of dialogue with the extremists be kept open may lead to the resumption of the Kashmiri separatist-Delhi talks.
Sonia Gandhi has also emphasised the need for keeping alive the process of political accommodation for resolving disputes and disagreements. Already the central Government has initiated the process of dialogue and political accommodation by sending a three-member team of interlocutors for holding talks with a cross section of people of the three regions.
Since the Kashmiri separatists, both moderates and the hawks, have refused to interact with the interlocutors unless their demands were fulfilled, Sonia Gandhi's announcement may encourage the Government of India to resume talks with the separatists.
Official sources that two of the five demands of the separatists were being fulfilled. They said that the process of reviewing cases of all the detainees had been started and those who are not involved in serious crimes may be released soon. In addition to this an exercise on amending the AFSPA was being initiated shortly. And if the situation further improved troops and additional companies of paramilitary forces from within the civilian areas may be withdrawn.
Talks with the separatists, especially with the leaders of the All Party Hurriyat Conference, have been stalled since 2006.
Even after the Government of India adopted tough postures against the separatists and the five-month long civilian strife number of leaders of the APHC have been in favour of the resumption of the process of dialogue. At one stage they had no laid down any precondition. But the five-month long civilian strife had brought Syed Ali Shah Geelani, who heads the hardliners in the separatist camp, to the centre stage the moderates too started endorsing the demands set forth by Geelani as precondition for his participation in the dialogue process.
Reports said that if the centre decided to open the channels of dialogue with the separatists the moderates may be willing to join the process.Will the centre implement Sonia's direction on dialogue process ?The question will find an answer in the developments in the next three to four months.
