EARLY TIMES REPORT
JAMMU, Dec 20: Breaking her silence after a long time on the 'assignment' the three interlocutors have been engaged with for over two months now, Peoples Democratic Party (PDP) conveyed to them today
that the resolution effort would have to be invested with more credibility and seriousness besides taking the separatists on board to arrive at any kind of solution to the problem.
“Repression and denial of rights on the ground cannot go together with a resolution effort and be expected to produce any positive results” the party president Mehbooba Mufti told them during an interaction here today. Speaking to medi later, PDP chief siad even as the situation in the state is being far from normal but the engagement of interlocutors for ameaningful dialogue is expected to bring some relief and respite. "It is a good beginning.....we can only hope for the best", Mehbooba said while summing up her views about disucssion with the interlocutors. She also said that she conveyed to them it was an old and chronic problem and the results they know cannot be expected overnight. It will take some time, she said adding that only talking to PDPD and NC or other parties won't help. "Taking all , particularly separatists on board is must", Mehbooba asserted.
Dileep Padgaonkar, Radha Kumar and MM Ansari met the PDP president here today and had a detailed discussion with her on a variety of subjects concerning the state. They discussed the current situation in the state, broad contours of resolution effort and PDP viewpoint of a possible solution that could usher in a new era of peace and development in the state. The PDP patron Mufti Mohammad Sayeed also joined the discussion for a while.

The senior journalist, Dileep Padgaonkar who is heading the team while speaking to media expressed satsifaction over their meeting and discussion with the PDP high command. "We listened to their viewpoint particularly in the backdrop of recent turmoil......we will convey their views, ideas and the inputs about various aspects to the Government of India for their consideration", he said.
Mehbooba told the interlocutors that in its anxiety to present a false picture of its performance the government had unleashed full might of the state to impose an artificial normalcy on a people denied every right to a decent life.
She said while in the wake of a disastrous summer it was expected that the government would relax its brutal repression to provide relief to a people who lost their dear ones, suffered physical, economic and psychological trauma, rather it had further strengthened the draconian measures and almost institutionalized them Citing the wanton arrest of youth as an instance of the dictatorial conduct of the state, Mehbooba told the interlocutors even teenagers were not spared Thousands were behind bars and mostly unaccounted which had revived Government -NC nexus as partners in the extortion industry. She said many more had been forced to abandon their homes to evade arrest which could prove the first fatal step to an underground activity. How could a generation faced with such existential threat from the state have any faith in a civilized resolution process, howsoever well intentioned might it be she wondered?
Referring to the continued detention of most of the Hurriyat and other leaders and the continous denial of Friday day prayers at Jamai Masjid, Mehbooba said such a scenario was an antithesis of an atmosphere of dialogue and reconciliation. She said not only were they denied their liberties but even judicial process was subverted through a highhanded and lawless state apparatus. Mian Qayoom-the Bar President can face such humiliation at the hands of state and judiciary how can ordinary citizens expect justice in the face of a government determined to deny it.
Holding of political prisioners like Ashraf Sharai, Ghulam Nabi Sumji, Mohammad Shafi Rishi, Peer Saifullah, General Musa, Mohammad Yasuf Mujahid, Masrat Alam and many other does not augur well with the process of reconciliation that the n nterlocutors have taken in hands Discussing various features of Self Rule with the interlocutors Mehbooba informed them about the PDP supported a solution through evolutionary process that satisfied all stak holders and took on board all points of view to make it sustainable.
But any resolution, the PDP president stressed has to address the sense of siege that gripped the state in the wake of partition. "We have to rediscover and revive our cultural and logistical channels of growth that have influenced all the three regions of the state for centuries but had ecome a victim of the politics of partition. She stressed the need for restoration of the historic links with Central Asia like the fabled Silk Route."

Mehbooba said the natural resources of the state and their present exploitation needed to be revisited to help any political empowerment sustain. This could open up new areas of hope and opportunity to youth of the state who are at present facing worst unemployment crisis On the internal dimension of Self Rule Mehbooba said the proposal to have an elected governor by rotation from all the regions of the state would go a long way in addressing the issue of equitable political empowerment.
