Manmohan's bid for promoting peace with China and Pak

When the troops killed one infiltrator in Kerni area of Rajouri district on Tuesday the militant had not come on sight seeing.Nor had he and his other accomplices,who are said to have escaped,crossed into the Jammu sector from across the LOC for seeking any gainful employment.They had come to give fillip to the ongoing militancy related subversive activities.The Tuesday's infiltration bid is yet another insEditorialtance of Pakistan's abetment to the use of its soil for exporting terror to India.It is in the context of continued infiltration bids by militants,equipped with sophisticated weapons,on the LOC and the International Border in the Jammu sector that Prime Minister,Manmohan Singh,has expressed his concern over the tense relationship between New Delhi and Islamabad.During his address to the congress plenary session in New Delhi on Monday Manmohan Singh made a candid confession of strained ties between India and Pakistan.He equally was candid when he stated that so long Islamabad took no step in preventing the soil of Pakistan from being used for exporting terror the possibilities of friendly ties between the two sides were remote.He said that besides the terror infrastructure being intact in Pakistan Islamabad had not taken adequate steps for punishing the perpetrators of the Mumbai carnage.
Even while blaming Islamabad for providing material and moral aid to militants operating in Jammu and Kashmir Manmohan Singh has expressed a wish for promoting friendly ties with Pakistan.However,despite Delhi's good intentions India has not been able to secure positive response from Islamabad to its moves for developing friendly relations between the two sides.In fact the conditions laid down by Delhi for promoting friendly ties with Islamabad are simple and straight.Stop aid to terrorists and India and Pakistan will be friends.But with both military and non-military aid flowing like floods to Pakistan from the USA and China Islamabad does not find any compulsions for promoting friendly ties with New Delhi.Islamabad,it seems,has been encouraged by the Chinese belligerence against India to adopt unfriendly relations with New Delhi.Beijing has been very sharp in needling New Delhi.It has grabbed some Indian border territory,continues to demand ownership of Arunachal Pradesh and has instroduced stapled visa system for the residents of Jammu and Kashmir.The stapled visa system has been introduced by Beijing to convey its full support to Islamabad which considers Kashmir as a disputed territory.
What seems to be quite strange is the introduction of stapled visa system when Pakistan,which is a party to the Kashmir dispute because it has been questioning Jammu Kashmir's accession with India,has not introduced this system for furthering its claim on the territory of Kashmir.Political experts say that so long the relations between Beijing and Islamabad grow from strength to strength there was no hope for China and Pakistan to promote friendly relations with India.And when former Pakistan Prime Minister,Z.A.Bhutto,hammered out a military agreement with China in early 70's it was Bhutto's desire to cultivate India's number one enemy so that India was encircled by two unfriendly neighbours thereby aggravating the level of security concerns.Like his predecessors Manmohan Singh too has hoped to develop friendly ties with Islamabad and Beijing. While he has dished out one-line mantra,dismantle terror infrastructure, to Islamabad for promoting cordial ties with New Delhi Manmohan Singh has made no specific suggestion to Beijing for developing friendly relations with India.Manmohan Singh has hoped that some issues,including the border dispute,with China could be resolved so that the two neighbours lived in peace which was essential for promoting trade between the two sides.This way the Indian Prime Minister has placed the ball in the courts of Beijiong and Islamabad saying that good neighbourly relations between China and India and between India and Pakistan depended on the attitude of Beijing and Islamabad.
