12/23/2010 11:09:39 PM
EARLY TIMES REPORT
Srinagar, Dec 23 : Urging for reducing trust deficit between rulers and the ruled, the interlocutors appointed by the Centre for Jammu and Kashmir, today advocated for sustained dialogue between all stake-holders, including separatists, to find a political settlement of Kashmir acceptable to all regions and communities.

Serious and urgent efforts had to be undertaken to reduce the trust deficit between the rulers and the ruled, the interlocutors Dileep Padgaonkar, Radha Kumar and M M Ansari told reporters here at the end of the two day visit to the valley.

They said the governance had to be transparent and accountable.

Due process of law must be observed to resolve human rights-related problems.

The interlocutors, who had arrived here on December 21 from Jammu, met leaders of different political parties.

The group would submit its suggestions and recommendations within next ten days to New Delhi.

They also addressed a public meeting at Langate in the frontier district of Kupwara. The meeting was organised by Independent member Engineer Abdul Rashid, where a large number of people greeted the interlocutors.

Mr Padgoankar and Ms Kumar said they had extensive consultation with leaders of different political parties and several ethnic and religious communities, students, academics, Vice-Chancellors of four Universities, elected representatives of the people, NGOs, heads of security forces, women right activists, youth organisations and the Grand Mufti of Kashmir Bashir-ud-Din Ahmad.

The consultations were conducted along two broad lines, they said adding one pertained to issues of governance, developmental concerns, matters related to the conduct of the security forces, the fate of detenues involved in stone-pelting incidents, release of political prisoners against whom there were no serious charges, human rights violations and the Armed Forces Special Powers Act
